Summary Statement

This is an unclassified position which works at the pleasure of the Chief Magistrate.��This is human resource management work responsible for the human resource operations of the Justice of the Peace Court, which includes union/contract administration functions and 24 hour/7 day operations.� Positions at this level are responsible for managing and implementing, through subordinate staff, human resource management policies, procedures and functions for their department. The position reports to the Court Administrator or designee.� •\tHas authority to make decisions in assigned human resource function(s) that impact operations; work is performed independently with only the most complex matters/requests/issues requiring review and approval by management. •\tRepresents the Justice of the Peace Court as a Subject Matter Expert at internal and external meetings, hearings, grievances, contract negotiations, presentations, proceedings and/or committees. •\tReviews recommendations for and implements changes to programs, services, policies and procedures for assigned human resource function(s) and communicates progress on business objectives to agency leadership. •\tEstablishes and monitors long and short term goals, objectives, performance and priorities in accordance with the business operations, mission and objectives of one or more assigned agencies. •\tParticipates in strategic planning or budget planning by providing technical guidance, direction and information to senior management and division directors for assigned human resource function(s). •\tMay manage and conduct the preparation, research and presentation of investigations, grievance cases, arbitration and/or hearings; provides dispute resolutions and employee relations support to employees and management. •\tMay present arbitration and Public Employee Relations Board (PERB) cases, serve as a member of a negotiating team in contract negotiations; and/or act as designee on behalf of Justice of the Peace Court Administration. •\tMay review, analyze and prepare cases, data, reports, and plans related to areas such as Equal Employment Opportunity (EEO), Affirmative Action (AA), Diversity and Inclusion, and Americans with Disabilities Act (ADA). •\tContacts are with staff, agency management, officials, state agencies and others outside state government to provide guidance/direction in business processes, representing management at meetings, developing/implementing changes to programs, services, policies and procedures and ensuring compliance with laws, rules, regulations, standards, policies and procedures.��

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Interprets, explains and applies applicable state and federal laws, rules, regulations, policies and procedures. Develops and recommends policies and procedures consistent with merit system laws, rules, regulations, priorities, objectives and new federal mandates.� Develops and implements programs to ensure compliance with state and federal laws, the policies of the Office of Management and Budget�and to meet operational needs of human resource functions. Collects, analyzes and evaluates data from a variety of sources and presents/communicates information effectively. Identifies and analyzes inquiries/problems/needs/issues, assesses their impact and generates and evaluates alternatives. Provides recommendations, guidance and direction to management for the purpose of understanding, meeting organizational and operational goals and objectives and identifying/resolving problems/needs.� Implements human resource functions, policies, procedures, systems and plans. Provides representation at meetings, hearings, contract negotiations, presentations, proceedings and�committees.� Monitors and ensures compliance with state and federal laws, rules, regulations, policies and procedures, requirements, guidelines, contract agreements and�budgets. Conducts projects and studies.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas: 1. Applicants must possess at least one of the following: � � � � � � Possession of a Bachelor’s degree or higher. � � � � � � OR � � � � � Four years of professional human resource experience. � � � � � � OR � � � � � � � Three years of professional human resource experience AND a Statewide Human Resource Certification or professional human resource certification. In addition to the above requirement, applicants must meet all of the job requirements below:� 2. Three years’ experience in performing professional human resource work in support of a human resource function. 3. Two years’ experience in interviewing employees, management or others to obtain facts, explore issues and identify courses of action. 4. One year of experience in providing subject matter expertise to employees, management or others on inquiries and/or challenges in assigned human resource function(s). 5. One year of experience in developing and evaluating human resource policies or procedures. 6. Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
