Summary Statement

This position is responsible for completing various assignments relating to real property management in accordance with applicable laws, regulations, and the DelDOT Right-of-Way Manual. Duties for this position include, but are not limited, to maintenance of records and controls; lease oversight; property and under bridge storage inspections and reports; disposition of excess lands; conducting public auctions; administrative road vacations; attending public workshops and hearings; oversight of demolition, asbestos, and mowing contracts; placement of signs and advertisements; operation of hand and power tools such as hammers, measuring wheels, drills, saws, post hole diggers, shovels, ladders, etc. Incumbents may lift up to 50 pounds for a distance of 20 feet.

Essential Functions

  • Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state and federal codes and on going maintenance requirements; documents / reports compliance or deficiencies.
  • Designs / develops / reviews engineering project / site layouts, alignments, profiles, studies, graphs and other related activities.
  • Compiles and records notes, sketches, test results, inspection data and other information to document compliance and / or develop designs, specifications, reports, maps and other geographically based data.
  • Conducts various studies to be used by others to analyze needs / develop plans, record characteristics and other related activities.
  • Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs and / or ensure compliance.
  • Tests / evaluates the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtains survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments.
  • Calculates / measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operates computer assisted drafting equipment or other tools of the trade.
  • Reads and interprets plans, specification, blueprints and other engineering documents.

JOB REQUIREMENTS for Engineering / Planning / Surveying Technician I

Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

Engineering Support Survey :

  • Knowledge of applied mathematical computations including algebra, geometry and trigonometry.
  • Knowledge of interpreting construction plans and details, schematics or technical drawings.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
  • JOB REQUIREMENTS for Engineering / Planning / Surveying Technician II

    Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

    Engineering Support Survey :

  • Six months experience in applied mathematical computations including algebra, geometry and trigonometry.
  • Six months experience in interpreting construction plans and details, schematics or technical drawings.
  • Six months experience in interpreting boundary plats.
  • Knowledge of surveying which includes collecting survey data for boundary, mapping, topographic, hydrographic, engineering, and construction surveys.
  • Knowledge of using and maintaining surveying tools and instrumentation.
  • Knowledge of using an automated information system to enter, update, modify, delete, retrieve / inquire and report on data.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
  • JOB REQUIREMENTS for Engineering / Planning / Surveying Technician III

    Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

    Engineering Support Survey :

  • Six months experience in surveying which includes collecting survey data for boundary, mapping, topographic, hydrographic, engineering, and construction surveys.
  • Six months experience in measuring existing field locations of dimensions or boundaries of land areas, coastal, pond and river depths and the precise positions of points, lines and grades.
  • Six months experience in using and maintaining surveying tools and instrumentation.
  • Six months experience in using an automated information system to enter, update, modify, delete, retrieve / inquire and report on data.
  • Knowledge of developing analytical and technical documents such as reports, maps, or geographical representations of data.
  • Knowledge of developing and recommending plans, specifications, designs, studies or surveys.
  • Knowledge of project management which includes planning, developing, implementing, managing and evaluating projects to ensure objectives are met.
  • Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
