Summary Statement

The position is currently assigned to the Traffic Management Center, though projects and work activities will be statewide. The position is required to work during severe weather, homeland security, and traffic incidents. The Traffic Safety Officer for Special Events inspects, reviews, develops, deploys, and applies Temporary Traffic Control (TTC) standards to all DE roadways to maintain safety for all modes of transportation. The position will primarily reference and apply standards / guidelines found in DE specifics of the Manual on Uniform Traffic Control Devices, Specifications, Details, Safety Hardware, and AASHTO guidelines. Primary duties include developing / implementing TTC for permitted Special Events to maintain / encourage safety for pedestrians, motorists, and cyclists.

Essential Functions

Inspects infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state and federal codes and on going maintenance requirements; documents / reports compliance or deficiencies.
Designs / develops / reviews engineering project / site layouts, alignments, profiles, studies, graphs and other related activities.
Compiles and records notes, sketches, test results, inspection data and other information to document compliance and / or develop designs, specifications, reports, maps and other geographically based data.
Conducts various studies to be used by others to analyze needs / develop plans, record characteristics and other related activities.
Conducts data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs and / or ensure compliance.
Tests / evaluates the quality of materials or designs to verify adherence to contracts and specifications.
Obtains survey data, such as angles, elevations, points, and contours, using electronic distance measuring equipment and other surveying instruments.
Calculates / measures area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
Operates computer assisted drafting equipment or other tools of the trade.
Reads and interprets plans, specification, blueprints and other engineering documents.

Coursework, training, and / or work experience in applied mathematical computations.

Coursework, training, and / or work experience in interpreting construction or event traffic plans and details, schematics or technical drawings.

Coursework, training, and / or work experience in using an automated information system to enter, update, modify, delete, retrieve / inquire and report on data.

Coursework, training, and / or work experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.

Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

JOB REQUIREMENTS for Engineering / Planning / Surveying Technician II

Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

Traffic Engineering Safety Officer :

Six months’ experience in applied mathematical computations.

Six months’ experience in using an automated information system to enter, update, modify, delete, retrieve / inquire and report on data.

Six months’ experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.

Coursework, training, and / or work experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.

Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).

JOB REQUIREMENTS for Engineering / Planning / Surveying Technician III

Applicants must have education, training and / or experience demonstrating competence in each of the following areas :

Traffic Engineering Safety Officer :

Possession of a Traffic Control Technician Certification from the American Traffic Safety Services Association (ATSSA) OR certificate of completion of the Traffic Control Technician from the American Traffic Safety Services Association (ATSSA) and one year of experience in temporary traffic control in work zones or event traffic.

Possession of a Flagger Certification from the American Traffic Safety Services Association (ATSSA).

One year of experience in evaluating the effectiveness of traffic control methods and devices such as signs or pavement markings.

One year of experience in using an automated information system to enter, update, modify, delete, retrieve / inquire and report on data.

Six months’ experience in interpreting construction or event traffic plans for compliance with traffic engineering objectives and regulations.

Coursework, training, and / or work experience in analyzing the cause of and providing remedies for high-risk traffic conditions or application of event traffic mitigation.

Coursework, training, and / or work experience in project management such as planning, developing, implementing, managing and evaluating projects to ensure objectives are met.

Possession of a valid Driver's License (not suspended, revoked or cancelled, or disqualified from driving).
