Position Overview and Responsibilities

This is a highly complex and analytical administrative position in the Office of Florida Health Care Connections (FX) within the Agency for Health Care Administration (AHCA). It is a responsible position that provides consultative services to the FX Program Administration office on specified matters relating to the Florida Medicaid business requirements, policies, and procedures. The incumbent in this position will have the responsibility for ensuring that FX complies with applicable federal and state regulations in procurements, projects, and operations and as assigned by the administrators of FX.

 

Attending certification project meetings to provide subject matter expertise on Centers for Medicare and Medicaid Services (CMS) certification. This may include assisting with the development of business requirements and outcomes, metrics and operational processes.

 

Reviewing work products and deliverables produced by FX Vendors. This may include system design documents, privacy and security assessments, project schedules, and project management plans. 

 

Provide subject matter expertise regarding CMS requirements and expectations for certification of Medicaid.

 

Enterprise Systems (MES). Work closely with representatives from CMS, the Agency, and FX vendors to ensure the MES meets federal guidelines to ensure the ability of the state to receive enhanced operational funding.

 

Maintain up-to-date knowledge concerning MES certification rules and requirements as well as the Florida Medicaid program, including pertinent statutes, Florida state plan for Medicaid, Florida administrative rules and regulations of the federal Department of Health and Human Services and program manuals for both state and federal guidance. Remain informed about the AHCA Medicaid operations, about the operations of the Medicaid Fiscal Agent and the Medicaid Management Information System (MMIS), and about the transition from the current MMIS to a modular MES.

Knowledge, Skills, and Abilities

  • Knowledge of State of Florida and/or Federal Medicaid Policy.
  • Knowledge of the Florida Medicaid Management Information System (FMMIS).
  • Experience using Microsoft Office programs, including Word, Excel, PowerPoint, Project, Visio, and Outlook.
  • Experience in executive communications and organizational support, including liaising with customers and other project stakeholders.
  • Experience being organized, while managing multiple tasks effectively and delivering quality outcomes on-time.
  • Experience researching and applying Federal and/or State policy.
  • Experience in CMS Streamlined Modular Certification (SMC) methodology.
  • Experience developing performance metrics and reporting to management and executive staff.
  • Knowledge of the methods and techniques of compiling, classifying, analyzing, and communicating data in an effective way.
  • Ability to produce results through strong team collaboration and self-awareness.
  • Ability to communicate effectively verbally and in writing. 
  • Ability to plan, organize, and manage multiple ongoing tasks/projects.
  • Ability to work independently.

Minimum Qualifications

  • At least two years of experience in project management, or administrative work, systems analysis, management analysis, program planning, program research, or program evaluation.
  • At least two years of experience working in a position in which Federal and/or State policies and statues needed to be researched and applied.

 

Preferences

  • Bachelor's degree in a related field (e.g., business administration, public administration, healthcare administration) preferred.
  • Preference will be given to candidates with proven experience being organized, while managing multiple tasks effectively and delivering quality outcomes on-time.
