ELIGIBLITY SPECIALIST SUPERVISOR

 

DESCRIPTION

This is work supervising staff in a public assistance unit. The primary duty of the employee in this position is to spend the majority of the time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to recommend personnel actions.   A minimum of one (1) year of ESI (Economic Self-Sufficiency Specialist I) and previous management experience required.   

SUPERVISION: Supervises staff who determines eligibility for public assistance programs based on a computer assisted (FLORIDA) eligibility system. Ensures all applicants’ and recipients’ cases are processed accurately, timely and in accordance with current rules, regulations, policies and procedures.

Develops or uses tracking systems to monitor case status and ensure staff complete the work required to provide customer service and to meet required performance indicators.

Plans workloads, work flows, deadlines, work objectives and time utilization with employees. 

MONITORING AND QUALITY REVIEW: Reviews and analyzes case records in accordance with the ESS New Quality Management System. Discuss case findings with staff and uses the case reading process as a positive learning experience and to document performance. Ensures all cases are corrected accurately and timely. Develops corrective action plans along with follow-up as necessary. 

ADMINISTRATIVE: Resolves issues from internal and external customers. Evaluates, analyzes, and completes reports. Participates in supervisor conferences and meetings. Attends and participates in trainings and work groups. Completes all personnel related activities. Participates in planning and presentation of performance reviews. Participates in operational planning. Ensures that personnel, fiscal and administrative rules, regulations, work processes and operating procedures are followed.  

TRAINING/POLICY: Trains employees in methods for performing an effective and efficient job. Reviews, interprets, and coordinates implementation of policies, procedures and directives and provides technical assistance.

INDIVIDUAL CONFERENCES/STAFF MEETINGS: Communicates and documents on a regular basis conferences with employees both individually and in staff meetings. Develops and monitors improvement plans for effectiveness.

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of social services program objectives and operation procedures; interviewing techniques; methods of compiling, organizing and analyzing data; applicable mainframe systems and software applications; arithmetic. Skill in operating a personal computer. Ability to supervise people; coordinate the operations and activities of a unit or office; interpret and apply complex information concerning policies and procedures related to social services eligibility; develop and deliver public presentations; investigate complaints; compose complex documents and correspondence; adapt to significant or sudden change; meet and deal with the public in a variety of situations; ethical business practices; communicate effectively orally; establish and maintain effective working relationships; evaluate and monitor service delivery; develop and implement corrective action plans; develop and deliver training; utilize problem-solving techniques.
