The Work You Will Do:

This Environmental Specialist II position facilitates the performance of contamination assessment and remedial action activities by qualified cleanup contractors for state-funded petroleum cleanup projects. They review site cleanup files and historic activities and expenditures and negotiate site-specific scopes of work with contractors and professional staff. They review contractor proposed cleanup activities for technical and administrative adequacy and conformance with applicable statutes, Department rules, procedures, and guidance. They work with Senior and Technical Staff to complete Work Orders and review technical documents pertaining to petroleum site cleanup. The employee must gain knowledge and experience in all aspects of the Petroleum Restoration Program including the state-funded programs such as Early Detection Incentive (EDI), Abandoned Tank Restoration Program (ATRP), Petroleum Liability Restoration Insurance Program (PLRIP), and Petroleum Cleanup Participation Program (PCPP). The ideal candidate should possess the ability to work independently and with colleagues to aid the rest of the Program to research, plan, and work with industry contractors to implement complex assessments and remediation designs which fall under applicable state and federal rules, statutes and regulations related to Contaminated Site Cleanups.

This position is critical for the successful completion of assessment and remediation of petroleum contaminated sites in Florida. The ideal candidate will utilize knowledge and experience to evaluate site conditions at contaminated facilities in order to help the environmental industry find an economical and successful solution to bring Florida lands back to a condition sustainable for future generations. The Program provides funding to conduct these activities to protect the State’s natural resources and drinking water along with the health and welfare of the citizens of Florida. The Environmental Specialist II will work with the Administration, Professional Engineers, and Professional Geologists to develop Scopes of Work and Task Assignments for the various state-funded petroleum programs along with review and processing of technical documents and invoices following 376, F.S. and applicable Department rules and guidance documents.  The ES-II will work with other managers to plan and prioritize activities and projects in line with DEP’s strategic objectives.

Pay:

Annual Salary: $46,350.00 - $49,440.00 (commensurate with experience)

 

Your Specific Responsibilities:

  • Reports to the Section Environmental Administrator. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as all Departmental rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

 

  • This specialized environmental remediation management position will personally oversee the performance of the contamination assessment and remedial action activities at state-funded environmental rehabilitation projects in the Petroleum Restoration Program (PRP).  Develops and prepares Statements of Work (SOW), Task Assignments and Purchase Orders. Interacts with Agency Term Contractors (ATCs), monitors ATC’s performance and completes evaluations of their work after each Purchase Order is completed.  Interacts with owners/responsible parties, reviews ATC recommended actions, reviews SOWs with the assistance of technical support personnel and negotiates elements with ATCs. Assists in making recommendations for corrective actions, negotiates necessary changes and prepares work change orders. Performs site inspections as needed.

 

  • Performs review of technical reports/documents and interfaces with technical support staff to determine the best and most efficient course to contaminated site closures.  Reviews and approves ATC invoices for correctly completed work. Monitors the environmental rehabilitation occurring at assigned facilities/discharges and the ATCs efficiency in accomplishing the cleanup activities in a cost-effective and timely manner according to Agency Term Contract.  Performs input and tracking of petroleum contamination cleanup data from deliverables, invoices, etc. into electronic data management systems and maintains file management and tracking.  Develops and maintains documentation to be utilized in the evaluation of ATCs performance.  Assists in the development of projections (technical and financial) for assigned facilities/discharges.

 

  • Assists Team Leader, Advanced Cleanup (AC) Coordinator, Consent Order Tracking Coordinator and the Performance Based Cleanup (PBC) Coordinator with tracking the progress of AC, PBC, Consent Order, and Performance Based Advanced Cleanup (PBAC) facilities and associated agreements. Assists with preparations for negotiations with ATCs, assists with the development of associated agreements, SOWs and Purchase Orders.

 

  • Assists the PRP and Division of Waste Management with development and updating of related guidance, training, processes and procedures.

 

  • Responds to information requests from government, co-workers, private entities, consultants, and the general public concerning program/project activities.

 

  • Performs other duties as assigned by supervisor.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of Geologic and Hydrogeologic concepts and principles.
  • Knowledge of general site assessment and remediation terminology and techniques.
  • Knowledge of the Petroleum Cleanup provisions of Section 376, F.S. and applicable Department rules and guidance. 
  • Skill in using personal computers, writing and spreadsheet software.
  • Ability to communicate effectively verbally and in writing.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships with a diverse group of professionals.
  • Ability to plan and organize a complex workload and utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures. 
  • Ability to analyze and interpret scientific and technical data. Ability to provide guidance and/or training on complex and/or controversial Program documents.
  • Ability to successfully draft/evaluate complex and/or controversial documents or similar compliance concerns with sufficient expertise for managing complex issues.
  • Ability to conduct inspections.

 

Required Qualifications:

  • Bachelor’s Degree from an accredited college or university with a major in geology, engineering, environmental science or one of the natural sciences; and one year of verifiable related professional experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of five years.

 

Other Job-Related Requirements for this position: 

  • Valid Driver License.

 

  • OSHA Safety Training to be completed within the first six months of employment.

 

  • Occasional travel required.
