The Work You Will Do:

The Environmental Specialist III position performs the duties of a site manager overseeing the assessment and remediation of state-funded petroleum contaminated sites.  The candidate for this position will perform professional work under the direction of the Team 2 Environmental Administrator for the Division of Waste Management Petroleum Restoration Program. Located in Tallahassee, Florida.  The ideal candidate will possess organization and technical skills to promote the sustainability, implementation and efficiency of state and federal laws, rules and regulations related to the assessment and remediation of petroleum contaminated sites.

One of the Petroleum Restoration Program’s primary duties is to protect the health and welfare of the citizens of Florida and the state’s Natural Resources.  Petroleum contamination poses a threat to Florida by chemical exposure and contamination to the aquifers and surface waters of the state.  Since over 85 percent of the potable drinking water in Florida comes from groundwater, the goals of the program are critical in protecting the citizens and natural resources of the state.

 

The Environmental Specialist III works with the Team 2 staff in managing the cleanup activities of petroleum contaminated sites and in developing scopes of work and purchase orders for contractual activities at contaminated sites along with report reviews and assisting in other duties as required in fulfilling DEP’s strategic objectives and cleanup of sites.

Pay:

Salary: $52,530.00

 

Your Specific Responsibilities:

  • Acts as a site manager for assigned petroleum contaminated sites and oversees the performance of the contamination assessment and remedial action activities for state funded rehabilitation projects.  Reviews site specific scopes of work, negotiates these elements with contractors, and prepares purchase orders.  Performs on-site inspections, assists in making recommendations for corrective actions, negotiates changes in the scope of work as required and prepares change orders.  Performs a review of summary reports.  Reviews and approves contractor invoices for completed work.  Monitors the environmental rehabilitation occurring at the stie and the consultant’s efficiency in accomplishing the cleanup in a cost effective and timely manner.  Maintains associated files and databases.

 

  • Acts as a site manager and assists the Contract Manager and Team Administrator on projects assigned to the Division’s Forensic and Technical Services Contract.  Works with the Program’s Site Managers and Forensic Contractors to develop scopes of work, purchase orders and change orders within the Forensic and other Technical Services Contract that includes verification sampling of Performance Based Cleanup sites for milestone payments as well as other technical scopes. 

 

  • Performs other duties as assigned by supervisor.

 

Required Knowledge, Skills, and Abilities:

  • Ability to maintain a valid driver’s license.

 

Required Qualifications:

  • Bachelor’s degree from an accredited college or university and three years of verifiable related experience; or Any combination of post-secondary education or verifiable related experience, as described above, for a total of seven years.

 

Preferred Qualifications:

  • Knowledge of the Contaminated Site Cleanup Criteria (Chapter 62-780, FAC); procurement requirements under MyFloridaMarketPlace; and be a Florida Certified Contract Manager.

 

Other Job-Related Requirements for this position: 

  • A Valid Driver’s License.

 

POSITION OF SPECIAL TRUST REQUIREMENT: This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
