Anticipated Bi-Weekly Hiring Salary Range: $2,582.16 - $3,341.61

POSITION DESCRIPTION:

Develops and executes grant agreements (Public Transportation Grant Agreements), contracts, contract extensions, or supplementals relating to projects or programs for district Aviation projects, as directed by the Modal Development Manager.  Prepares and processes encumbrance requests to establish funding for approved projects.  Reviews and approves vendor invoices on a timely basis to facilitate payment.  Perform limited project inspections, as necessary, to verify construction charges or cost relating to project invoicing.  Adequately maintains all project files to withstand an unscheduled and stand-alone audit.  Initiate requests for project closings and audits.

 

Provides technical assistance to designated airports within the District to aviation authorities and other public agencies in matters relating to aviation.  This would include activities such as participating in planning reviews, agency coordination meetings, agency workshops, project related reviews, and program budget reviews as directed by the Passenger Operations Manager. 

 

Develops and executes grant agreements (PTGA), contracts, contract extensions, or supplementals relating to projects or programs for district Transit, Seaport, Ferry, and Rail projects as required and directed.  Prepares and processes encumbrance requests to establish funding for approved projects.  Reviews and approves vendor invoices on a timely basis to facilitate payment.  Perform limited project inspections, as necessary, to verify construction charges or cost relating to project invoicing.  Adequately maintains all project files to withstand an unscheduled and stand-alone audit.  Initiate requests for project closings and audits.

 

Assist Central Office personnel conducting airport safety inspections in accordance with Chapter 330.30 Florida Statutes and Rule Chapter 14-60.  Provide Central Office verification of corrective actions or remedies completed as a result of any deficiencies noted during the airport safety inspection.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge, skills and abilities, including utilization of equipment, required for the position:

  • Knowledge of Florida Statutes, rules and procedures related to aviation programs.
  • Knowledge of airport operational/layout requirements and aviation planning process.
  • Skilled in contract management, invoice review and processing and preparing contract agreements for execution.
  • Skilled in communicating technical information verbally and in writing.
  • Skilled in interpreting and logically applying regulations, guidelines, and requirements.
  • Ability to read, interpret and comprehend technical material and data.
  • Ability to review technical reports and provide critical review and comment. 
  • Ability to participate in a team environment and function as a liaison to other agencies.
  • Ability to use a personal computer (Outlook, Word, Excel and other software).
  • Ability to perform inspection field work and occasionally travel overnight.
  • Ability to interpret aviation/roadway design plans/reports and recognize potential conflicts between highway construction and aviation interests.

 

OTHER JOB RELATED REQUIREMENTS:

This position is required to respond before, during and following emergency situations.

 

MINIMUM QUALIFICATIONS:

Six years of professional experience in the field of transportation, planning, public administration, engineering, or logistics; or Registration as a Professional Engineer in accordance with Florida Statute 471. A bachelor’s degree from an accredited college or university in engineering or transportation may substitute for up to four years of the required experience. A master’s degree may substitute for up to six years of the required experience. Professional or nonprofessional experience (including internships or co-ops) can substitute on a year-for-year basis for the required experience.
