The Work You Will Do:

The Division of State Lands, as Florida’s lead agency for environmental management and stewardship, serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Governor and Cabinet). As such, the division’s role goes far beyond just acquiring lands for protection. It provides oversight for the management of activities on more than 12 million acres of public lands including lakes, rivers and islands. These public lands help ensure all Florida’s residents and visitors can truly appreciate the state’s unique landscapes.

 

The Difference You Will Make:

The Budget Section is responsible for the management and oversight of all operating and fixed capital outlay (FCO) funding appropriated to the Division each fiscal year. This includes requesting funds through the LBR process and setting up, allotting, moving, monitoring, tracking, certifying, and reporting on these funds throughout each year. Most of the FCO funding in DSL is related to the Florida Forever Program which is a large portion of the overall budget.

Pay:  

$44,060.11 to $47,000 based on education and experience

 

Your Specific Responsibilities:

Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of State Lands’s Bureau of Survey & Mapping and the Office of Environmental Services to operate more efficiently and effectively.

Oversees and tracks the budget for the Bureau of Survey & Mapping and the Office of Environmental Services to ensure maximum financial integrity.  Reviews budget, identifies administrative/operational problems, and develops and implements solutions to such problems. Creates, maintains and updates budget summaries and spend plans with program area input. Identifies and proposes budget resources to management.  Oversees the bureaus’ budget to ensure compliance with departmental and state requirements. Coordinate with the Bureau of Finance & Accounting and purchasing staff in processing transactions which include, but are not limited to, invoices and travel expenditures. 

Assists management with gathering budget information, provides spreadsheets and compiles reports for frequent review and discussion.  Provides financial analyses and recommendations to management regarding actual and projected expenditure levels.  Consults with management on budget issues.

Oversees and tracks the grant budget for the Bureau of Survey and Mapping.  Assesses and makes recommendations to management on the financial impact of grants to the Division.  Directs the review and approval process for grants to the Division.  Maintains a report for all grants and grants related budget and expenditures.  Creates spreadsheets to monitor grant agreements and keep management informed.  Consults with management and provides updates on grant funding and other grant related issues.

Assists supervisor with preparation of the Legislative Budget Request (LBR), budget amendments, allotments, salary projections, monthly reports, budget tracking, spreadsheet updates, FLAIR reconciliation, corrections, transaction history research, and other financial duties of the Division.

Assists the Planning Manager and the Program Consultant with budget and other duties throughout the year as needed.

Performs other duties within the division as assigned. 

 

Required Knowledge, Skills and Abilities:

Knowledge of:  accounting and auditing principles and procedures; the methods of reviewing and analyzing financial data; basic mathematics.  Ability to:  develop and recommend budgetary revisions; review, analyze and evaluate financial data; understand and apply laws, rules, regulations, policies and procedures; utilize problem-solving techniques; make detailed analysis and management critiques of budget requests; assist in the preparation and examination of legislative budgets; conduct financial management analysis; plan, organize and coordinate work assignments; communicate effectively; establish and maintain effective working relationships with others.
