DESCRIPTION
This is a position located in DCF Headquarters at the Centre of Tallahassee, 2415 N. Monroe St., Suite 400, Tallahassee, FL, 32303. This position reports directly to the Director of Mass Care. This position will function as a Mass Care Specialist under the Office of Community Services. The position will assist the Director on leadership requested tasks, as well as other unit functioning tasks which may be necessary. The role will assist with mass care operations, including feeding, sheltering, and human services support during emergency response and recovery efforts. The Mass Care Specialist will provide key support to the ESF 6 operations to prepare for disasters, and assist with coordinating disaster response and human services, maintain emergency management plans, and liaise with state and national mass care partners. This position is designed to supplement existing emergency operations capacity by ensuring continuity, coordination, and execution of life-sustaining services.
This position will function as a representative of DCF within the State Emergency Response Team, able to plug into any ESF 6 role as needed. The position will activate as needed during emergencies and will aid in the coordination of assets from state agencies and private partners by directing life-sustaining resources. Hours requirements during emergencies may be in excess of 40 hours-per-week. This position may have flexible hours.
REQUIREMENTS
Required Qualifications
- Experience or training in emergency management, disaster response, mass care, human services, or a related field.
- A minimum of either a Bachelor’s degree, actively working toward a degree, or four (4) years of commensurate experience in emergency planning, human services, or governmental roles.
- Strong organizational and data interpretation skills, with experience preparing reports and operational plans.
- Ability to work effectively in high-pressure emergency response environments and multi-agency coordination efforts.
Preferred Qualifications
- Prior experience working with the State of Florida or a governmental agency in emergency management or human services.
- Experience in mass care, sheltering, feeding operations, or disaster response coordination.
- Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) and data management tools for tracking emergency operations.
- Strong written and verbal communication skills, with experience in report writing and editing.
- Knowledge of grant management, procurement processes, and budget planning related to emergency response programs.
- Familiarity with IT systems, GIS mapping, or database management for emergency response planning.
- Working knowledge of COOP (Continuity of Operations Planning), DSNAP (Disaster Supplemental Nutrition Assistance Program), and crisis counseling programs.

Essential Job Functions
The responsibilities of this position include, but are not limited to:
Mass Care Operations Support:
- Assist in the coordination of ESF 6 human services operations, including sheltering, feeding, and emergency supply distributions during disaster response and recovery efforts.
- Deploy to Emergency Operations Centers (EOCs), mass care sites, or field locations as needed to support disaster response and ensure effective implementation of life-sustaining services.

Disaster Planning and Preparedness:
- Maintain and update key emergency response plans, such as the State Multi-Agency Feeding Plan, State Shelter Plan, and ESF 6 Annex of the State Comprehensive Emergency Management Plan.
- Support the development of training programs and conduct just-in-time training for emergency response personnel and volunteers.

Data Tracking & Reporting:
- Assist in developing and maintaining data dashboards and reports for mass care operations, including feeding and shelter dashboards and disaster needs forecasting.
- Collect and analyze operational data to enhance situational awareness and improve decision-making during disaster activations.

Mission Tasking & Coordination:
- Assist in mission tasking for feeding, shelter, and human services operations, ensuring smooth coordination between state agencies, non-profits, and private sector partners.
- Support the activation and coordination of Multi-Agency Shelter Transition Teams (MASTT) to facilitate the transition of disaster survivors into stable housing.

Logistics & Resource Management:
- Assist in the management of emergency supply distributions, including coordinating logistics and working with partners to ensure resource availability and accessibility.
- Provide logistical and planning support for Hope Florida emergency response efforts, ensuring alignment between DCF and mass care partner agencies.

Repatriation & Special Operations:
- Support emergency and non-emergency repatriation efforts, coordinating with state and federal agencies to assist returning citizens.
- Assist in child reunification efforts and adult and child protection assistance in emergency situations.

Interagency & Partner Collaboration:
- Serve as a liaison between DCF and state, local, and national emergency management partners to strengthen coordination and response capabilities.
- Participate in statewide and national mass care and emergency management meetings, supporting the integration of best practices and innovative solutions.

Emergency Activation & Deployment:
- Serve as an on-call responder during disaster activations, supporting the State Emergency Response Team (SERT) at ESF 6 primarily at the State Emergency Operations Center.
- Work in high-pressure environments during emergency activations, with the understanding that work hours may exceed 40 hours per week during disaster response periods

Educational Requirements:
- A minimum of either a Bachelor’s degree, currently working towards a Bachelor’s degree, or four (4) years commensurate experience in emergency planning, human services, or governmental roles.

Work Experience Requirements:
- Knowledge of emergency management principles and practices, including mass care operations, disaster response coordination, and resource management.
- Understanding of feeding, sheltering, and human services operations during disaster activations.
- Knowledge of state and federal emergency response frameworks, including the State Emergency Response Team (SERT) and Emergency Support Function (ESF) 6.
- Experience in coordinating disaster-related human services, such as mass feeding, shelter support, or survivor assistance programs.
- Strong ability to prioritize tasks, manage multiple responsibilities, and ensure efficient execution of emergency operations.
- Ability to communicate effectively, both verbally and in writing, with internal teams, external agencies, and disaster-affected populations.
- Experience in analyzing operational data, maintaining reports, and developing after-action summaries.
- Ability to manage confidential information, ensuring compliance with privacy regulations and best practices.
- Capacity to work in high-pressure environments during disaster activations, with flexibility for extended hours as needed.
- Strong problem-solving skills, with the ability to adapt to rapidly changing disaster response scenarios.
- Ability to collaborate with state, local, and nonprofit partners to support emergency response efforts.
Software Proficiency:
