The Work You Will Do:

The Office of Resilience and Coastal Protection is seeking an OPS (full-time) Environmental Specialist II in the Grants section of the Resilient Florida Program.

 

Program Overview:

The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes. This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms and localized flooding.

The Program will administer the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The Program will include sections devoted to planning, grant and budget management, technical support, and data management.

Pay:

$18.00 - $22.00/hr.

 

Specific Duties of the Position:

This is an intermediate level environmental specialist grants position. Utilizing knowledge of the Statutes and Regulations governing the Resilient Florida Program this position will:

Assist the grant management staff for the Resilient Florida Program in the Office of Resilience and Coastal Protection. 

Coordinate directly with other DEP staff, federal agencies, and local authorities to facilitate successful completion of grants and projects. 

Coordinate and report on status of projects through all phases including completion. 

Assist team leader with grants and projects assigned. 

Coordinate the review, approvals, and processing of administrative and technical aspects of assigned projects. 

This position will assist in the development and implementation of statewide measures to assist communities in completing vulnerability assessments and implementing adaptation projects. 

The position also coordinates with the other sections and program areas in the Department in pursuit of the overall mission. 

Must maintain a valid driver's license. 

Performs other duties as assigned. 

 

Knowledge/Skills/Abilities (KSAs): 

  • Knowledge of contract and grant management or other procurement processes
  • Knowledge of OCULUS or other electronic document management systems
  • Knowledge of the terminology and practices of natural resource management and environmental protection
  • Skilled at planning, organizing, and coordinating work priorities and managing time efficiently
  • Skilled in methods of collecting, compiling, organizing, and analyzing data
  • Skilled in the use of current forms of electronic communication and data management software and equipment
  • Skilled (high proficiency) in the use of current personal computers and applications, particularly the entire Microsoft Office Suite
  • Skilled in typing reports and information into spreadsheets and electronic documents
  • Ability to consistently demonstrate positive and effective teamwork
  • Ability to exercise sound independent judgment and utilize problem-solving techniques
  • Ability to demonstrate professional and effective written and verbal communication
  • Ability to understand and apply applicable rules, regulations, policies, and procedures to assigned projects
  • Ability to plan, organize, and direct group activities
  • Ability to complete and maintain Florida Certified Contract Manager Certification within 12 months of hire date
  • Must be available for overnight travel, if required
  • Ability to maintain a driver license

Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university OR an associate degree and two years of related professional experience
  • Contract or grant management experience
  • Florida Certified Contract Manager (or can obtain within 12 months of hire)
  • A valid driver license
