Minimum Starting Salary: $1,557.71 up to $1,730.77 Bi-Weekly (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)

DUTIES AND RESPONSIBILITIES:

Coordinates Classification and Pay activities for the department.  Ensures compliance with state and federal laws, state personnel rules, agency policies and procedures.  The incumbent will assist in formulating and in the development of policies and procedures relating to Classification and Pay.

Analyzes Classification and Pay procedures to determine effectiveness and assists in the recommendation and development of new or revised procedures that will result in process improvements. Responds to assignments from management and inquiries from customers within a 24-hour period.  Resolve Classification and Pay questions and issues for managers, supervisors and employees in a timely manner.

Perform independent research and analysis to improve processes and ensures compliance for classification and pay.  Develop solutions to issues or concerns.

Conducts classification, position wage and salary studies.   Provides assistance to agency employees, and others in the interpretation of the state personnel rules and agency policies and procedures regarding classification issues.

Maintains the agency’s official organizational charts. Maintains role codes, requisition managers, and time-keepers.  Develops positive classification and pay techniques.

Completes classification actions; ensures positions are properly classified, and classification packages are completed correctly, to include position descriptions, current and proposed organizational charts and approved memo of justification. 

Communicates with the Department of Management Services (DMS) and prepares written justification for actions requiring their approval.  Responsible for reviewing DMS program guidelines and rule interpretations for updates, comments and or suggestions.

Maintains organizational management and position maintenance in the People First (PF)system.  Creates, reclassifies, and/or abolishes positions; update direct reports, funding codes, organizational codes, and position location mailing and address changes.  Communicates with PF for corrections and or updates.

Ensures classification guide and forms related to classification and pay are updated as required.  Reviews and maintains the classification section of the Human Resource website.  Provide updates to the website coordinator as required.

Completes special projects and provides training.  Develops and updates training materials as needed.  Assists recruitment & selection coordinator. Prepare reports. 

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of the basic principles of personnel administration.

Knowledge of one or more personnel program functions such as selection, classification and pay, employee benefits, labor relations, employer/employee relations or training, and the principles and techniques of effective communication.

Knowledge of the methods of data collection, management principles and practices.

Ability to manage a personnel program, determine work priorities, and ensure proper completion of work assignments.

Ability to communicate effectively, establish and maintain effective working relationships with others.

Ability to formulate policies and procedures and collect, evaluate and analyze data relating to personnel program functions.

Ability to organize data into logical format, compose correspondence, solve problems and make decisions.

Ability to work independently, understand and apply applicable rules, regulations, policies and procedures relating to personnel program functions, and prepare reports relating to personnel program functions.

Ability to train.

SPECIAL NOTES:

When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable.  Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.
