Your Specific Responsibilities:

This position serves as the Director of the Public Health Nutrition Program for the Department of Health in Collier County and is responsible for the management of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and any funded comprehensive nutrition program activities. This position spends majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values. This position reports to the Community Health Promotion Division Director.  This is a full-time position, 40 hours per week, M-F, 8:00 am - 5:00 pm.  

 

Directs and oversees all WIC functions and program services to ensure consistent adherence with state and federal regulations.  Incumbent is expected to comply with and ensure staff’s compliance with all WIC and DOH operating procedures and directives including information materials and equipment security. The incumbent of this position is responsible for administrative activities relating to WIC including budget preparation, mentoring and supervision of employees and collaborating with community partners. Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave and having the authority for hiring and taking disciplinary action or effectively recommending such actions.   

 

Plans, manages, directs, coordinates, promotes, implements and evaluates professional and administrative functions within the WIC Program and any other funded comprehensive nutrition and breastfeeding programs. Advocates for and plans new program initiatives and or services based on available non-WIC funding for identified nutritional need in the agency/community. Directly oversees all nutritional program plan reviews and compliance audits. Integrates maternal and child nutrition services with appropriate health department programs and other community programs. Monitors on-site operations of WIC services at all Collier WIC sites (Naples and Immokalee) and program compliance through delegated quality assurance reviews. Assures agency inventories instruments formulas and equipment are maintained per state and federal guidelines.

 

Prepares, justifies, and manages the annual budget for nutrition and breastfeeding program services and ensures appropriate fiscal implementation and accountability. Monitors program expenditures with allocation and oversees monthly reconciliation with the financial system. Determines staffing needs, initiates, coordinates and implements personnel recruitment and work assignments. Recommends transfers, promotions, and separations from services. Responsible for succession plans and mentoring activities.

 

Monitors WIC program operations to ensure operation of service is maintained within State and Federal guidelines and facilitates appropriate corrective action as required. Develops the comprehensive Nutrition Program Plan and assures that it meets standards established by the State office. Monitors completion of goals and objectives and assures that reports are submitted as required. Monitors program according to established objectives and/or specific regulations.  Analyzes and evaluates WIC program data and assesses community needs to develop nutritional objectives, program goals, priorities, and target population groups for new initiatives, or programs. Prepares reports and or requests for nutritional program information. Plans and conducts in-service trainings and regular updates to program operations. Attends and participates in regular divisional meetings and team meetings. 

 

Uses the Performance Management System to develop public information outreach program strategic objectives, tracks performance and develops action plans to improve underperforming measures. Oversees quality improvement projects on underperforming measures using the PDCA problem solving methodology. Supports the success of the Strategic plan and Community Health Improvement Plan. Provides operational leadership of continuous quality improvement activities and participates as an active member of the Performance Management Council. Participates in and actively promotes the Agency’s organizational effectiveness and excellence by fostering individual and team development activities through the Sterling Management Model.

   

Provides direction and monitoring of outreach to the community and healthcare providers to educate them about the WIC services and increase participation of individuals who are eligible for WIC. Collaborates with other community partners such as blue zones and hospitals in support of WIC promotion and breastfeeding initiatives. Provides nutrition counseling and medical nutrition therapy to WIC participants as needed to include assessment and WIC program eligibility certification.

  

Oversees the development of local agency policies and procedures to assure compliance with DOHM 150-24 and other state and federal guidelines.  Assures agency provision of required staff training for compliance with Civil Rights Occupational Safety and Health Administration OSHA) Voter Registration and other mandated issues. Tracks licensure status of professional staff members.

     

Represents DOH Collier at WIC and Breastfeeding program statewide meetings regional Immunization Coordination meetings Head Start, Breastfeeding Coalition and other coalitions as requested. Performs other related duties in accordance with the needs of the organization as assigned.

Qualifications:

Required:

• Licensed as a Dietitian/Nutritionist in accordance with Chapter 468, Florida Statutes, or be eligible to practice dietetics in accordance with Chapter 21M, Sections 48.001, 48.002, 48.003, Florida Administrative Code. Licensure in the State of Florida as Dietitian/Nutritionist (LD/N) required.   
• Two to four years relevant professional experience in dietetics and supervisory experience.
• Valid Driver's License and reliable transportation.
• American Heart Association cardiopulmonary resuscitation certificate (CPR) required after hire.
• EMERGENCY DUTY- Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in Special Needs or Red Cross Shelters, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
• Incumbent will have access to records containing social security numbers in the performance of job duties in accordance with Department of Health Policy (DOHP) 50-19-15.

Preferred:

• Registered Dietitian/Nutritionist with the Academy of Nutrition and Dietetics.
