PURCHASING ANALYST

Minimum Qualifications :

  • Three (3) years of professional purchasing work experience; or a degree, one year of professional purchasing work experience.
  • Answers to qualifying questions must be verifiable within the work and / or educational history.
  • Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Duties and Responsibilities :

20% :

  • The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and / or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida' s citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.
  • Responsible for following the provisions and requirements in Section 215. 422, Florida Statutes, related to the Department of Financial Services rules and FWC' s invoice processing and warrant distribution procedures.
  • Work at FWC is cross-functional meaning duties may cross division / office lines. The Commission expects employees to function across FWC' s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.
  • This position will assist with the daily operations of Purchasing and Contract Administration Section, and perform the following responsibilities.
  • 30% Solicitation - Issues Invitation to Bid, Requests for Proposals, Invitations to Negotiate and other solicitations, as appropriate. Provides information and support to agency staff in the solicitation process including in developing the scope of work and other documentation. Attends pre-bid conferences and evaluates bid / proposals for responsiveness and responsibility of vendors making submissions. Applies State Laws, Rules, and Commission Policy in the development and management of the solicitation process. Prepares and maintains required solicitation documentation.

    30% Procurement - Assists in the timely and accurate processing and / or approval of purchase requisitions in the State's automated procurement system MyFloridaMarketPlace (MFMP). Reviews for accuracy, compliance with Laws, Rules, and Commission policy. Prepares and maintains required approvals and documentation.

    15% Assists with the primary staff responsible for the update and maintenance of data in the Florida Accountability Contract Tracking System (FACTS). Ensures information is accurately and timely input into FACTS. Provides periodic reports and information to management as requested. Prepares and maintains required approvals and documentation.

    10% Assists with the Agency's contract administration functions. Duties shall include but are not limited to the drafting and reviewing of contracts and agreements to ensure compliance with Florida Statutes. Also, responsibilities will entail the routing of leases, amendments, modifications and other documents.

    10% Assist with tracking and monitoring budgetary spend for Fixed Capital Outlay projects throughout the state. Works in coordination with regional staff to track the progress of Fixed Capital Outlay projects. Collect and provide data for budget planning and facilities operations as requested.

    5% Performs other duties and special projects, as required. Prepares reports and data analysis. Assist with Facility Maintenance monitoring and data collection. Assists in the development of documentation, manuals, or procedures related to the Commission' s procurement practices. Attends training and conferences as necessary.

    Knowledge, skills and abilities, including utilization of equipment, required for the position :

  • Knowledge of the principles and practices of public purchasing, state purchasing laws and rules, and state purchasing process.
  • Knowledge of methods of compiling, organizing and analyzing data to make recommendations for improving current procurement processes using methodologies such as life cycle costing, best value and negotiation.
  • Skill in the use of microcomputers and / or other information technology equipment, such as Statewide Purchasing System (SPURS).
  • Ability to communicate effectively verbally and in writing to both technical staff (purchasing programmers) and top management purchasing policy-makers).
  • Ability to assume a leadership role in technical workshops and planning and development environment, facilitating partnership(s) between government and the private sector on recycling and sustainable development (environmental issues).
  • Ability to work effectively in an independent environment, serving on procurement project teams and working with other agencies and private businesses
  • Licensure / registration / certification requirements :

  • Valid Driver's License
  • Florida Certified Contract Manager
  • Other job-related requirements for this position : Over-night travel may be required.

    Percent of Travel : 1-25%
