MINIMUM REQUIREMENTS :
A bachelor's degree in Business Administration, Accounting, or Finance and three (3) years of professional financial experience or any combination of non-professional or professional experience and college education of 60 semester hours or 90 quarter hours for each year in the above fields can substitute on a year-for-year basis for the required experience; Master's degree preferred.Performs travel as required.DUTIES AND RESPONSIBILITIES :
The Florida State Guard Purchasing Manager will oversee the purchasing and procurement process for the FSG during regular operations and activations.
Assist in developing the policies and procedures associated with the FSG Purchasing Unit. This will include, but not be limited to, the following areas :
Developing and implementing a comprehensive training program that satisfies statutory requirements for purchasing and procurement within the State of Florida,Developing and maintaining standard operating procedures for purchasing and procurement during periods of activation and deployment of the FSG during emergencies.Building and maintaining strong partnerships with federal, state and local entities for the purposes of gaining reimbursement for FSG purchasing and procurement activities during emergencies.Working with Florida State Guard HR / Personnel and Recruiting Manager to develop and implement a comprehensive recruitment and retention strategy.Working closely with the Logistics Manager to develop policies and procedures that ensure purchasing and procurement support is available to meet the supply and logistical needs of the FSG during blue sky and gray sky operations.Supervise the FSG Purchasing and Procurement Unit. This will include, but not be limited to, the following responsibilities :
Assignment of workload and tasks to members of the Purchasing and Procurement Unit at the Finance Manager's discretionCreating the evaluation criteria for assessing the performance of Purchasing and Procurement UnitEvaluating the performance of members of the Purchasing and Procurement UnitRecruiting new members of the Purchasing and Procurement UnitThis position is also responsible for the following tasks :
Responsible for and assist in writing complex technical specifications, performance requirements and evaluation methodologies used in the formal and informal solicitation processes; administer the posting of formal competitive solicitations, single sources, and other notices; prepare for, facilitate, and attend public meetings, and review responses for acceptability.Assist with negotiating changes and renewal terms.Analyze purchase awards and drafts correspondence.Perform market analysis.Serve as the Procurement Officer for assigned solicitations.Represent the FSG Procurement Office in resolution of problems; determine recourse where possible; prepare correspondence to begin the resolution process; seek legal counsel as needed.Compile information from various sources, prepare and ensure that required reports are submitted as required.Stay abreast of all State of Florida and Division of Florida State Guard rules, laws, regulations, policies, and statutes that impact the purchasing profession.Ensures compliance with all Department Policies, Florida Statutes, Administrative Code, and other Purchasing Rules, Regulations, and Procedures.Develops competitive solicitation documents (ITB, RFP, ITN, & RFP / RFQ) and conducts solicitation process activities to include RFIs.Drafts, reviews, and processes contracts in relation to assigned solicitations.Serves as a liaison for agency staff, vendors, and other state agencies for solicitation matters.Submits all reports and required paperwork in a timely manner.Maintains files as required and processes public record requests as needed.Draft, review, and process contracts, amendments, change orders, renewals, and funding increment letters. Also assists with entering all required documentation in FACTS.Performs MyFloridaMarketPlace (MFMP) actions when needed to review and process requisitions, single sources, alternate contract source requests, and quality assurance reviews of agency purchasing card transactions.Proactively identifies and meets the needs of all customers both internally (section, bureau, division, & agency) and externally (citizens, vendors, recipients, other agencies, etc.). Employee is expected to be prompt, responsive, solution oriented, helpful, cooperative, polite, respectful, and concerned for the customer at all times.Develops and maintains effective working relationships with internal and external stakeholders.Performs other related duties as required.FSG Purchasing Plan : Under the supervision of the Director of Finance, lead and coordinate efforts across the FSG to create a three- year purchasing plan for the division. Makes detailed analyses and recommendations to management on budget requests submitted for inclusion in the LBR.
State Purchasing Card (P-Card) - Serve as the "Super Buyer" for the FSG. Assist in making sure vendors are registered in Florida Accounting Information Resource (FLAIR) and getting them registered if needed. Assist FSG staff with questions / issues concerning P- Card WORKS. Serve as subject matter expert for P-Card WORKS regional account holders.
KNOWLEDGE, SKILLS, AND ABILITIES :
Knowledge of procurement including purchasing, contracting, and competitive solicitations.Knowledge of and ability to effectively use computers and the following applications : Microsoft Outlook, Word, Excel, PowerPoint, SharePoint, Adobe Acrobat, LiveCycle, MFMP / AOD, VIP, and FACTS.Knowledge of and the ability to comprehend Chapters 112,119,120, 212, 215, 216, 283, 286, 287, 413, and 946, Florida Statutes; Chapters 60A-1 and 69I, Florida Administrative Code; and CFO Memoranda.Ability to create job aids, tools, and other materials.Ability to train and assist employees in the use of new forms, reports, and procedures.Ability to communicate effectively and accurately both verbally and in writing including use of proper grammar, spelling, and composition of the English language.Ability to implement policies, procedures, goals, and objectives.Ability to prioritize, organize, and perform multiple work assignments while meeting deadlines and maintaining scheduled timeframes in a fast-paced environment with competing deadlines.Ability to develop contracts to include; scope, deliverables, performance measures, and financial consequences.Ability to establish and maintain effective working relationships with others, must work well independently, and be able to work in a team environment to complete assignments and projects.Ability to research, analyze, document, compile data effectively in a variety of reporting formats.Ability to prioritize all tasks, projects, job duties, and responsibilities.Ability to and willingness to accept change in a rapidly changing environment.SPECIAL REMINDERS :
