POSITION DESCRIPTION:

 

Conduct negotiations with property and business owners for complex parcel assignments. Provides relocation assistance for complex parcel assignments. Assist in the coordination of business damage activities. Assist with consultant services procurement / management. Perform lawsuit preparation. Assist displacees in the preparation and filing of claim applications for relocation assistance. Participate in the development of preliminary and final relocation plans. Interview potential displacees, both owners and tenants, explains relocation assistance programs, and determines the eligibility and the extent to which they are to receive moving costs and/or replacement housing benefits Assist in addressing and resolving issues. Assist in the development of policies and procedures. Assist in the management of leases and leased properties. Prepare and recommend settlement approval. Prepare the necessary purchase agreements, secure the proper executing of deeds of conveyance, and attends to the details pertaining to the proper effecting of closings or direct purchases. Obtain the information necessary for the proper filing of condemnation proceedings against the required properties that cannot be acquired by negotiations. Interpret, communicate and apply right of way policies and procedures. Ensure data is entered into the Right of Way Management System (RWMS). Review invoices. Perform Quality Control reviews. Ensure conformance with applicable laws, rules, regulations, policies and procedures.

 

Monitor, perform and coordinate Management Services which includes Work Program, Records and Funds Management and Scheduling. Provides property management assistance for project/parcel assignments. Assist in the identification and clearing of encroachments in the right of way. Assist in the process of demolishing improvements. Respond to public records requests and related inquiries. Conduct inspections and inventory of improvements, fixtures, and contents of property acquired for right of way. Analyzes and evaluates the most efficient and cost-effective method of disposal. Identify and evaluate advance acquisition opportunities.

 

Coordinate with other offices to address and resolve issues. Assistant in monitoring and training local governments. Respond to public records requests and related inquiries. Processes and finalizes requests from the public and other governmental entities to acquire or lease Department-owned real estate.

 

Represent Right of Way at public meetings/hearings and workshops, and similar forums. Ensure and monitor a Quality Control program. Monitor, train and assist local governments. Assist in the development of policies and procedures.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Knowledge and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance. Knowledge of real estate principles and practices. Knowledge of quality assurance planning for the acquisition and relocation assistance program. Skilled in effectively communicating orally and in writing. Ability to effectively plan, organize, and work independently. Ability to operate a personal computer using word processing. Ability to establish and maintain good working relationships with others. Ability to identify training needs, and to develop and present effective acquisition and relocation training. Ability to implement a quality assurance plan for the acquisition and relocation assistance program. Ability to be self-directed and skilled in problem solving. Ability to understand and interpret real estate appraisals and right of way maps.

OTHER JOB RELATED REQUIREMENTS:

During a declared emergency event, the incumbent will be required to assist the district as needed. This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’ rules and Department of Transportation’s invoice processing and warrant distribution procedures.

 

MINIMUM QUALIFICATIONS:

Prior experience as a Right of Way Agent II, or a bachelor's degree from an accredited college or university and three (3) years of real estate experience defined as professional or technical experience in right-of-way administration, land management, abstract and title work, property management, or the sale, acquisition or appraisal of real estate, or an associate’s degree from an accredited college or university and four (4) years of real estate experience, or a high school diploma or its equivalent and six (6) years of real estate experience, or graduation from an FDOT Real Estate Level II Training Program.

 

As a CANDIDATE, you may be required to provide documentation (i.e. HIGH SCHOOL DIPLOMA OR EQUIVALENCY, college transcripts, ETC.) to verify meeting these Minimum Qualifications.

 

A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
