POSITION DESCRIPTION: Serves as the Metropolitan Planning Organization (MPO) analyst who works with the Office of Policy Planning, the Office of Work Program and Budget, the Transit Office, the Department of Financial Services, etc. to help develop policies and procedures that enhance the metropolitan transportation planning process. Ensures that federal and state requirements are documented clearly as procedures for MPOs for products including but not limited to the Unified Planning Work Programs (UPWP), Transportation Improvement Programs (TIP), and the Long-Range Transportation Plans (LRTP).
Develop, deliver, or assist the Office of Policy Planning with providing district MPO liaison and MPO staff training. Lead meetings, provide video and virtual conference support for department meetings, agency partners, and others to discuss current issues. Assist with or update guidance including but not limited to the MPO handbook, drafting technical memorandums, and updating desktop procedures.
Coordinate and support the State Transportation Improvement Program (STIP) and other required documents. This includes preparing and revising monthly reports relate to planning, finances, and other reports as needed. Assist in the implementation of the STIP Amendment Process.
Assist in the review, coordination, and preparation of written correspondence, reports, and policy statements in response to documents and requests for information from federal, state, regional, and local agencies/ organizations related to regional transportation issues.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Florida Department of Transportation (FDOT)/Federal Highway Administration (FHWA)/Federal Transit Administration (FTA) budgeting and transportation planning process as well as the associated regulations. Knowledge of the principles and techniques of effective communication. Knowledge of problem-solving techniques. Ability to analyze and evaluate data related to transportation. Ability to prepare correspondence and reports. Ability to interpret and apply transportation regulations. Ability to develop and implement transportation programs and budgets. Ability to communicate effectively. Ability to collaborate, communicate, and work on planning teams by establishing professional and effective working relationships with others on the team and within FDOT.
MINIMUM QUALIFICATIONS: Seven (7) years of experience in the field of metropolitan planning, transportation planning, or related areas. A bachelor’s degree from an accredited college or university may substitute for four (4) years of the required work experience. A master’s degree from an accredited college or university may substitute for six (6) years of the required work experience.
