The Office of Information Technology Services (OITS) is seeking a results-driven Systems Programming Administrator-SES to join our team. This key leadership role involves managing multiple applications across diverse platforms, supervising a team of managers, and driving the development and maintenance of innovative technology solutions. The candidate will take the lead in designing, implementing, and maintaining applications, databases, data models, dashboards, and reports, with a focus on .Net, SQL Server, APIs, Azure technologies, ETL processes, and Artificial Intelligence (AI) initiatives.
In addition to technical expertise, the role requires strategic oversight of AI-driven solutions and data governance to ensure data accuracy, integrity, and security. The ideal candidate will excel in collaborating with cross-functional teams, driving the integration of multiple projects, and ensuring smooth coordination across departments and stakeholders.
This position is located at the DCF Headquarters in Tallahassee, within the Office of Information Technology Services.
EXAMPLES OF WORK:
Lead and Manage Projects: Provide effective leadership by managing managers, supervisors, and direct report team members, providing guidance, setting priorities, and fostering a collaborative and productive environment to ensure the successful implementation of projects. Regularly assess the performance of managers, their teams, and individual contributors, offering constructive feedback and opportunities for professional development. Build strong relationships with all stakeholders to support organizational goals and ensure seamless communication across departments.
Team Management: Supervise and mentor development teams, providing guidance and support in the creation and maintenance of applications.
Application Lifecycle Management: Oversee the entire application lifecycle, from initial concept through development, testing, deployment, and ongoing maintenance.
Application Development: Design, develop, and maintain applications that meet business requirements, with a focus on coding and application architecture.
Security and Compliance: Implement and enforce security best practices and compliance standards, ensuring the protection of sensitive data and adherence to relevant regulations.
Data Governance: Implementing and enforcing data governance policies, standards, and procedures to ensure data quality, integrity, and security throughout the organization.
Performance Optimization: Continuously monitor and optimize application performance, including database queries, code efficiency, and resource utilization.
Technology Assessment: Stay updated on the latest .Net, SQL Server, AI and Azure technologies and evaluate their potential for improving existing applications.
Issue Resolution: Troubleshoot and resolve application-related issues promptly to minimize downtime and maintain a positive user experience.
Documentation: Maintain comprehensive documentation for applications, including code, configurations, and procedures to facilitate knowledge sharing and future maintenance.
Collaboration and Training: Collaborating with cross-functional teams to understand their data requirements and providing training and support on data-related tools and technologies.
KNOWLEDGE, SKILLS, AND ABILITIES, including utilization of equipment, required for the position:
- Knowledge of basic Florida Legislative and IT processes, principles, and practices.

REQUIREMENTS:
- Bachelor’s degree in computer science, Information Systems, or a related field
- 6 years of experience in managing IT technical teams.
- 4 years of experience in application development with a focus on .Net and SQL Server technologies.
- 2 years of experience in Data Analysis, Data Modelling, and data mapping.
- 2 years of experience in API development, SSIS, and Azure technologies.
- 1 years of experience in AI tools and platforms.
- Strong analytical and problem-solving skills to effectively analyze and interpret complex data sets, identify trends and patterns, and provide valuable insights to stakeholders.
- Ability to manage multiple projects simultaneously, prioritize tasks, and meet deadlines, with strong organizational and time management skills.
- Good knowledge of data governance principles, data quality management, and data security best practices to ensure compliance and maintain high data integrity standards.
- Familiarity with Agile and DevOps methodologies for software development and integration projects.

PREFERENCES:
