GENERAL DESCRIPTION:
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to helping build strong, vibrant communities through the development of safe, decent and affordable housing. ROLE AND RESPONSIBILITIES:
- Manage the DCA, GHFA, and OneGeorgia Authority budget for approximately $301 million, including $62 million in state funds and $239 million in federal funds.
- Develops the Annual Operating Budget, loads budgets into TeamWorks, Planning and Budget Cloud Systems (PBCS), and the Emphasys systems, and periodically enters revisions and amendments to budgets in these systems.
- Prepare multi-level budgets for the agency with multiple, complex fund sources and projects.
- Prepare quarterly expenditures and grant-related projections by reviewing historical data, the Budget Comparison Report, Personnel Services Projections, and other data reports.
- Research and correct any expenditure errors in all related budget systems.
- Review the Program budget to ensure proper general ledger coding.
- Provide and approve budget codes and determine sufficient funding for purchase
- requisitions.
- Serves as a budget expert for the agency or multiple programs and develops reports for the agency, OPB, and other government entities.
- Reviews, interprets, and writes policies and procedures associated with budget and other financial matters.
- Review the purchase order listing monthly to ensure that purchase orders are liquidating within the contract/grant liquidation period. Meets with Program Managers to discuss budgetary needs and budget realignments based on spending trends.
- Works closely with finance staff to prepare budgets and track and analyze expenditures reported in the accounting system.
- Utilizes Budget Comparison Reports (BCRs) and runs queries to monitor and ensure the accuracy of the program budget.
- Manage and process travel expense reports
- Performs other professional responsibilities as assigned

MINIMUM QUALIFICATIONS:
- Bachelor's degree in accounting, finance, or public/business administration from an accredited college or university and three (3) years of professional job-related experience in accounting, budgeting, or general management, which includes two (2) years in a managerial or supervisory role.
OR
- Two (2) years of experience at the lower-level Budget Analyst Spv (FIP013) or equivalent position.
PREFERED QUALIFICATIONS
Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
- Strong proficiency in using Excel, including creating pivot tables, VLOOKUP, and other components of Microsoft Office (Word, Access, PowerPoint).
- Experience running TeamWorks queries.
- Obtains a good understanding of cost allocation methodologies.
- Perform complex financial analysis and projects as management requests.
- Experience with the State and/or Federal Fiscal Process.
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
