Job Description:
This job is an advanced-level position in the agriculture compliance job series that supervises Companion Animal and Equine field staff to ensure compliance, by GDA Companion Animal and Equine licensees, of the Animal Protection Act, Humane Care for Equines Act, and the Bird Dealer Licensing Act rules and regulations, and oversees all investigative and training activities under the direct supervision of the CAE Field Supervisor.
Job Summary:
1. Assists Field Supervisor in field supervisory responsibilities
2. Will train and learn supervisory duties under the supervision of the Field Supervisor
3. Is the acting supervisor in the absence of the Field Supervisor
4. May train less experienced or new employees as required
5. Enforces all applicable laws, rules, and regulations in the area of assignment.
6. Educates and advises consumers and constituents of laws, rules, regulations, developmental programs, new equipment, and/or techniques.
7. Provides technical expertise to the regulated community and public.
8. Collect, transport, and submit laboratory samples, as required, and maintain chain of custody
9. Creates and maintains a high level of performance that is consistent, high quality, and customer-focused
10. Interacts with all levels of government in a way that promotes respect, encourages cooperation, and contributes to excellent performance.
11. May testify in legal proceedings
12. Serves as job expert or organization resource in assigned area
Under the guidance and oversight of the Field Supervisor
1. Directs and oversees the duties of field personnel as directed,
2. Documents on the progress of employees’ field performance
3. Reports compliance findings to FDA, USDA, EPA, and/or other State and Federal agencies or others as required.
4. Writes reports of findings and recommendations and provides advice on corrective
5. Prepares technical reports and inspection reports, memoranda, and various other types of correspondence
KNOWLEDGE REQUIRED BY THE POSITION:
1. Knowledge of proper CAE inspection techniques and procedures
2. Determines compliance or non-compliance with the established guidelines as required.
3. Knowledge of new and current CAE programs.
4. Identify violations of federal and state laws, rules, and regulations.
5. Knowledge of safety and sanitary practices.
6. Knowledge of the sampling guidelines.
7. Ability to use program-specific computer software and databases
8. Establishes and maintains effective working relationships with other employees, officials, and the general public
9. Dealing with controversial matters in a tactful manner
10. Communicate effectively, both orally and in writing
11. Knowledge of biosecurity measures and emergencies.
12. General knowledge of zoonotic diseases
13. General knowledge of animal welfare and animal husbandry practices
Preferred Qualifications and Skills:
- Companion Animal/Equine field experience.
- Knowledge of CAE laws, rules, and regulations (Animal Protection Act).
- Experience in public speaking.
- Experience in performing CAE inspections and enforcement of rules and regulations.
- Bachelor's degree in agronomy, animal science, biology, chemistry, or a related area from an accredited college or university AND Two years of experience conducting inspections and investigations for compliance, OR
- Certification as a Registered Sanitarian or Environmental Health Specialist AND Two years of experience conducting inspections and investigations for compliance, OR
- One year of experience required at the lower-level Agriculture Compliance Spec 2 (RCP041) or position equivalent
- Must hold a valid driver’s license.
- Must be able to legally operate a State-issued vehicle.
Physical Demands:
- Ability to lift and handle 50 lb.
- Working in inclement weather conditions.
- Working around animals and reptiles of all sizes.
