The Director is responsible for leading the development, implementation, and evaluation of training, as well as customer support activities related to the labor exchange system and workforce development service delivery. This role ensures that training initiatives are effective, aligned with organizational goals, and meet the needs of learners to ensure program quality. The Director will work closely with leadership to align training strategies with broader business objectives. Perform administrative and supervisory functions including, but not limited to performance evaluations; planning, assigning, and directing work; maintaining leave records; monitoring and maintaining schedules and priorities. The individual will work with various subject matter experts and consultants in overseeing the design and training for various business processes, Standard Operating Procedures (SOPs) and software applications to include the State’s Labor Exchange System. This role will oversee, and project manage the development and maintenance of online training resources, including effective tracking systems of delivery, attendance, and training completion.
Additional duties include, but are not limited to, the following:
- Leadership and Strategy: Lead the strategic planning and execution of training and development programs. Align training initiatives with the agency’s overall objectives and ensures that training supports employee development and program performance.
- Program Development and Improvement: Oversee the design, development, and implementation of high-quality training programs for various stakeholders. Continuously assess and enhance programs to ensure they meet the evolving needs of the organization.
- Quality Assurance: Develop and implement standards and procedures to ensure the effectiveness, consistency, and high quality of training programs. Regularly assess training quality through evaluations, feedback, and key performance metrics.
- Team Leadership: Manage and mentor teams. Provide guidance, support, and professional development opportunities to ensure success and growth.
- Evaluation and Metrics: Design and implement systems for evaluating the effectiveness of training programs, including learner feedback, performance metrics, and ROI analysis. Use data to drive improvements and refine training strategies.
- Collaboration with Stakeholders: Partner with senior leadership and department heads to understand training needs, set priorities, and ensure alignment with organizational goals. Collaborate with subject matter experts (SMEs) to develop accurate and relevant training content.
- Innovation and Trends: Stay up to date with the latest trends, technologies, and methodologies in training and development. Integrate innovative practices and tools to enhance the quality and impact of training initiatives.
Bachelor's degree from an accredited college or university AND five years of applicable/related experience. Related work experience can be a combination of training delivery and design, with at least three years of supervisory experience.
- Knowledge of the Workforce Innovation & Opportunity Act (WIOA) and related Wagner-Peyser (WP) Act, and workforce development delivery system.
- Experience with delivery of Employment Services and related grant activities such as JVSG.
- Knowledge of state and federal regulations.
- Master’s degree in related/relevant area of study.
