Salary:
Accountant III - $4,858 to $5,918 per month (SR-20, Step D to I)
Accountant IV - $5,258 to $6,399 per month (SR-22, Step D to I)

This position is located in the Accounting Systems and Procedures Section, Staff Services Office, Highways Division, Department of Transportation. The position is responsible for conducting analyses and participating in the development, implementation and maintenance of the Highways accounting system consistent with fiscal control, recordkeeping and reporting needs, and statewide accounting guidelines; and participating in developing, revising and maintaining the accounting and procedures manual for the Highways accounting system. Specific tasks include participating in the evaluation and classification of fiscal data for budgetary and management purposes; conducting fact finding studies to review and analyze fiscal and reporting needs of all levels of management; analyzing accounting and financial reporting requirements; preparing system documentation which includes operating procedures; and conducting user training.
Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
To qualify, you must meet all of the following requirements:
Education: A bachelor's degree from a regionally accredited four-year college or university with at least twelve semester credit hours in accounting and/or auditing subjects.
Other Qualifying Education:
1. Bachelor's degree in Accounting (BAcc): Applicants who possess a bachelor's degree with a major in accounting or a bachelor's degree with accounting and/or auditing course work equivalent to a major in accounting, from an accredited college or university will be deemed to have met the education and experience requirements for the class Accountant II.
2. Master's degree in Accounting (MAcc): Applicants who possess a master's degree in accounting or master's degree with accounting and/or auditing course work equivalent to a master's degree in accounting from an accredited college or university will be deemed to have met all the basic education and experience requirements for the class Accountant III.
Professional Accounting Experience: One and one-half (1-1/2) for the Level III and two and one-half (2-1/2) for the Level IV years of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.
Systems Accounting Experience: One (1) year of systems accounting work experience in one or a combination of the following areas:
A. Experience as a member of a project team for the development and/or implementation of an integrated accounting system or experience as a member of a project team concerned with the major analysis of existing accounting procedures, operations and subsystems and developing and/or implementing changes to establish an integrated system; or
B. Experience which involved responsibility for or participation in the maintenance and control of an accounting system through the analysis and resolution of accounting problems through systems improvements and changes, provision of advice to operations or fund control accountants regarding the system or in the establishment of subsystems.
