Duties Summary
This position heads the Agricultural Loan Division for the Department of Agriculture. The Agricultural Loan Administrator's basic responsibility is to plan, execute and administer the program of the Agricultural Loan Division. The Administrator must promote and plan for the expansion of the loan base through participation loans as well as legislative appropriations. In providing this leadership and direction, the Administrator must keep abreast of current local, national, and international agricultural conditions and trends. The purpose, ultimately, is to promote and encourage agricultural credit investment in Hawaii's companies, through cooperation with commercial banks, Department of Business Economic Development and Tourism and other state agencies, American AgCredit, Farm Services Agency and other agencies under the control of the United States Department of Agriculture.
Under the direction of the Chairperson, Board of Agriculture, the position serves as Chief Agricultural Loan Officer for the State of Hawaii and directs the activities of the Agricultural Loan Division.

- Commercial Lending: Minimum of two (2) years of experience which demonstrated possession of knowledge and abilities required to analyze the credit position of businesses; evaluate the collateral offered for security for loans considering earned and potential income;, the skill and integrity of management, the financial stability of the business, the relation of inventories to market values and related factors; make appropriate modifications or adjustments of terms to ensure repayment of delinquent or potentially delinquent loans; determine appropriate action relative to the acquisition, management, sale or liquidation of real estate, equipment or other collateral to provide satisfactory settlement of defaulted loans; provide guidance and advice to borrowers as to sound financing policies and wise use of credit; and conduct analyses of business to provide advice regarding all aspects of planning, marketing, financial control, management control, production, operations organization, inventory management and personnel administration.
- Agricultural Financing or Farm Business Management Experience: Minimum of two (2) years of responsible work experience which involved the analysis of applications for agricultural loans conducting the analysis and evaluation of financial and credit risk factors in determining eligibility for an agricultural loan on behalf of a lender or experience which involved the application of agricultural concepts, principles and practices involved in farm management and operations.
- Planning, organizing, and directing the work of others;
- Assigning and reviewing their work;
- Advising them on difficult problem areas;
- Timing and Scheduling their work;
- Training and developing new employees; and
- Disciplining them when necessary.
