Salary:  $6,022.00 to $7,628.00 per month (SR-24, Step C to I)

Who we are:  The Bureau of Conveyances (BOC) is responsible for maintaining an accurate, timely, and permanent record system for title to real property.  The BOC examines, records, indexes, and digitizes nearly 300,000 Regular System and Land Court documents and maps annually; issues Land Court Certificates of Title; certifies copies of matters of record; and researches Uniform Commerical Code (UCC) requests. Hawaii is one of two states in the nation with a single statewide recording system.
 
With two systems of recording in Hawaii, the Conveyancing Supervisor (also known as “Land Court Branch Chief”) manages the Land Court Recording Branch which is responsible for all Land Court recordings and the proper updating of all Land Court certificates.  The Land Court Branch Chief oversees both the Receiving Section, which handles all intake and recordation of documents submitted from customers, and the Review Section, which handles all post-recording tasks and activities in accordance with Hawaii Revised Statute (HRS) 501 and 502 requirements as well as their corresponding Hawaii Administrative Rules (HAR) requirements.
 
We are excited to find a Land Court Branch Chief to lead our Branch and provide the necessary supervisory and customer service experiences critical to the Division’s operations given the public-facing nature of the work and the number of staff reporting to them.  The work done by this Branch, as well as by the BOC in general, contributes in a significant way to the State’s economy due to the billions of dollars in real estate transactions that are recorded by the BOC and the responsibilities of maintaining accurate records of all these and related transactions and providing secure access to the public.
 
As the Conveyancing Supervisor for the Land Court Recording Branch, you’ll:
  • Plan, direct, and manage operations, and corroborate with the Registrar and Deputy Registrar of Conveyances on any escalation issues or changes to current processes and procedures such as with advancing technologies for the Branch.
  • Work on tasks including title searching and reporting, title and escrow industry involvement, and legal documents involving property conveyances.
  • Provide technical information and assistance to the public, attorneys, loan officers, escrow officers, and brokers on drafting and phrasing of legal documents and all matters relating to recording practices.

LEGAL AUTHORIZATION TO WORK
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
 
Education:  Graduation from high school or equivalent.  Excess experience as described below or work experience requiring the ability to read and comprehend and apply written directions or a high degree of verbal skill may be substituted for education on a year-for-year basis.
 
Experience:  Applicants must possess experience of the kind, quality and amounts described below, or any equivalent combination of training and experience:
 
Specialized Experience:  Six (6) years of progressively responsible work experience which required the knowledge of an application of conveyancing laws, rules and regulations.  Such experience must have involved examining, analyzing, and/or preparing real property ownership records and documents in conformance with conveyancing statutes, rules, and regulations.
 
Supervisory Experience:  One (1) year of supervisory work experience which included: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance.
 
Non-Qualifying Experience:  Work experience which involved searching for and summarizing land title and other legal documents to determine ownership that did not involve evaluation and analysis of such documents for proper conveyancing form, references, encumbrances, and acknowledgments will not be considered qualifying.
