Salary: $8,289 to $13,266 (EM-03, Minimum to Maximum)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.The Departmental Program Officer manages or directs a program office in a department under the general direction of the department director and is responsible for the development of departmental policies and procedures pertaining to program planning, development, monitoring and evaluation activities. Provides leadership, increases program effectiveness, ensures compliance with State and Federal program laws, rules and regulations, monitors legislation and prepares testimonies, trains and develops subordinate staff, and performs other duties as required.
This position is located in the Department of Corrections and Rehabilitation and serves as the head of the Litigation Coordination Office (LCO), and is responsible for planning, developing and implementing policy and procedures in areas of sentence computation; litigation support and coordination; information requests pursuant to the Uniform Information Practices Act (UIPA), Hawaii Revised Statutes Chapter 92F; administrative rules, administrative tort claims; and compliance with State and Federal laws.
The duties and responsibilities of the position include developing, revising and implementing standard procedures and policies; evaluating program activities to ensure compliance with State and Federal laws, rules and regulations related to corrections, law enforcement, and public safety programs and functions; overseeing and administering a statewide department litigation processing function which requires coordination with the Office of the Attorney General, the Office of the Prosecutor, and the courts to ensure that cases are prepared and executed in a timely manner; managing legislative activities, drafting testimony, and representing the department at legislative hearings; providing administrative direction and oversight for State and Federal mandates (i.e., Prison Rape Elimination Act, DNA collection, sex offender registration); and development and training of subordinate staff.To qualify, you must meet all of the following requirements:
LEGAL AUTHORIZATION TO WORK:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education Requirement: Graduation from an accredited four-year college or university with a bachelor's degree.
General Experience Requirement: One (1) year of progressively responsible administrative, professional, analytical or other work experience which required a high degree of analytical skill. Such experience must have involved reading, comprehending, interpreting, and evaluating technical subjects, analyses or proposals; and applying problem-solving methods and techniques such as defining and analyzing problems, identifying alternative courses of action and determining appropriate alternatives; and preparing concise written reports and recommendations for an optimal course of action.
Specialized Experience Requirement: Three and one-half (3 1/2) years of professional work experience in any field which demonstrated knowledge and application of overseeing and managing a specific program or programs pertaining to a variety of program areas. Such experience must have involved conducting, monitoring or evaluations studies and analyses of programs or projects to recommend development, revision, and/or improvement of existing policies, procedures, techniques and standards; gathering and analyzing data to determine conformance; monitoring and ensuring conformance to applicable laws, rules, regulations, policies and procedures; and providing technical advice and direction to staff and/or management.
Selective Certification Requirement: Of the Three and one-half (3 ½) years of the Specialized Experience, applicants must possess at least two (2) years of progressively responsible professional work experience which includes in-depth and broad demonstrated knowledge of State and Federal laws, legal codes and practices, court procedures, precedents, government regulations, agency rules and the legislative process pertaining to corrections, law enforcement, and public safety; and the ability to draft and interpret laws and legislation and establish enforcement procedures; develop, revise and/or implement operational policies and procedures; evaluate operations and recommend changes for improvements; interpret and apply pertinent laws, rules, and regulations; and communicate effectively with others orally and in writing.
This experience may have been gained concurrently as part of the Specialized Experience required for the class Departmental Program Officer, or in a separate capacity.
Supervisory Experience Requirement: One (1) year of formal supervisory work experience overseeing a professional staff, performing duties which included: 1) planning, organizing, scheduling and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult problem areas; 4) training and developing subordinates; and 5) evaluating their work performance.
Managerial Aptitude Requirement: Managerial aptitude will be considered to have been met through successful performance of, or substantial participation in organizing, scheduling, and coordinating a group of activities in order to attain program objectives within time, resource and budgetary limitations; interest in management demonstrated by the performance of work assignments in a manner which clearly indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; success in trial assignments to managerial and/or administrative tasks.
