Forester III: This class reflects the first level of an independent worker in Professional Forestry Work. Work assignments encompass problems of average difficulty and complexity. Work is characterized by the analysis and evaluation of conditions, characteristics, values and relationships of forest resources. As an individual or as a team leader, plan and carry out systematic forest resource surveys and inventories; develop plans for recreation sites; evaluate forest fire hazards; cruise tracts of timber prior to release for sale; assemble appraisal data; survey boundaries; check on trespass on State lands; lay out trails and timber roads; conduct administrative studies; may direct the work of lower level professional and non-professional forestry workers; and perform other related duties as assigned.
Forester IV: This class reflects the fully operating professional level. Assignments consist of diverse complex technical and/or administrative problems. Typical assignments often require consideration of social, economic and environmental issues, and consideration of and selection from several alternative approaches or solutions to problems and may require adaptation of guides and criteria. Recommends, develops, and implements work plans for the development and management of forest resources; conducts studies of forest boundaries, trails and roads; prepares annotated maps; analyzes and evaluates conditions, characteristics, values and relationships of forest resources and prepares environmental assessment report sand recommendations; works with various government and private organizations to coordinate and organize forest program activities and projects; provides technical advice to public and private landowners and promotes sound conservation practices; coordinates, manages and monitors grant funds for forestry projects; conducts studies and surveys to assess forest resources; considers social, economic and environmental issues, and makes appropriate recommendations; prepares and presents reports; organizes fire control forces and directs them in fire control activities; and coordinates and conducts fire suppression, training and public information activities with various agencies; and performs other duties as assigned.
This position independently provides technical forestry services to the State Forestry Program Manager, to all Branch Forestry staff, to Federal assistance program partners and private landowners. This type of technical forestry assistance is integral in supporting State and private land management, maintaining existing assistance programs, and developing new assistance programs. This position will also play an integral role in the development of new forest product revenue capacity.
Who we are: The Department of Land and Natural Resources (DLNR) Division of Forestry and Wildlife manages state Forest Reserves, Natural Area Reserves, Wildlife Sanctuaries, Game Management Areas, and Public Hunting Areas. Program areas include forestry, wildlife, trails and access, and natural area reserves. The Forestry Management Section heads the Forestry administrative staff in the office of the Division of Forestry and Wildlife (DOFAW). The Forestry administrative staff, located on the Island of Oahu, provides direction for the Division on Statewide forestry programs. It provides technical, budgetary, and personnel support services to the Division and provides advice and assistance to the Administrator on natural resource administrative and policy matters. It also provides technical and budgetary support to Hawaii’s private forest landowners.
As a Division of Forestry and Wildlife team member, you’ll:
- Help develop effective forest management plans and strategies for state forest reserves and private forested lands statewide.
- Work on the sustainable management of forests in Hawaii to benefit local communities and native ecosystems, including endangered wildlife and plants.
- Assist with surveys of various forest reserves including vegetation, birds, invertebrates, and public use.
- Perform outreach and provide technical assistance to landowners and managers of privately owned forested lands who are interested in restoring, conserving, and/or sustainable management of their forest resources for timber production, watershed restoration, native forest restoration, and educational and recreational opportunities.

To qualify, you must meet all of the following requirements:
LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education Requirements: Graduation with a bachelor's degree from an accredited four (4) year college or university with major study in forestry or a closely related field which must have included fifteen (15) semester hours with curriculum sufficiently diversified to include courses in each of the following three (3) subject areas:
- Management of Renewable Resources: study of the science of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations and planning, forest product management, agroforestry, arboriculture, wildland fire science or fire management, utilization of forest resources, forest regulation, environmental policy, horticulture, recreational land management, watershed management, hydrology, and wildlife or range habitat management.
- Forest Ecology/Forest Biology: study of the interrelated patterns, processes, classification, distribution, characteristics, identification of forest vegetation and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, restoration ecology, plant ecology, silvics, botany, forest genetics, wood structure and properties, soils, entomology, and forest or plant pathology.
- Forest Resource Measurements and Inventory: study of sampling, inventory, measurement, Geographic Information Systems, geography and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, forest or environmental economics, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.
Excess professional work experience as described below under Specialized Experience or any other administrative, professional or analytical work experience which involved the application of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree in the areas of forestry as specified above may be substituted for the education required on a year-for-year basis. To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.
The education or experience substitutions must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience Requirement: One (1) year for the III level, and for the IV level, two (2) years of progressively responsible professional forestry work experience involving one or a combination of any of the following:
- Management of forest resources, e.g. forest products, water, botanical, wildlife, public recreation, soils, urban forestry, wildlands;
- Protection of forest resources against fire, insects, diseases, invasive species, floods, erosion(s) and other depredations;
- Development, production, conservation, restoration, monitoring, inventory, and utilization of forest resources;
- Applied research and analysis directly applicable to the development, protection, production, and management of forest resources; and/or 5. Resource planning for the development, protection, production, and management of forest resources.
For the IV level, at least one (1) year of the Specialized Experience must have been comparable in nature and scope to level III in the State service.
Supervisory Experience: For the IV level, supervisory aptitude is required.
