The current vacancy position is a permanent, full-time position.

Salary:  $5,918 to $7,198 per month (SR-24, Step D to I)

The General Professional V independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area; and performs other related duties as assigned.

This position is located in the Department of Transportation, Statewide Planning Office, Programming Staff which is responsible for establishing and maintaining project control systems to optimize the use of limited resources to implement transportation plans.  The purpose of this position is to develop and oversee a cloud-based transit grant management system in administering various Federal Transit Administration (FTA) transit grant programs which cover capital, operational and program administration assistance.  

Duties and responsibilities include advising program managers and sub-recipients on using the cloud-based transit grant management system; preparing and submitting grant proposals, applications, and supplemental documents, including written narratives, budget preparation and project planning, developing and monitoring transit program compliance, including the interpretation of federal regulations and overall assessment of the statewide transit programs, ensuring compliance with all grant requirements, conducting the disbursement of grant reimbursement funds and preparing financial status reports, progress reports and other documents required for submittal to the FTA.  
To qualify, you must meet all of the following requirements:


Legal Authorization to Work:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Basic Education: Bachelor's degree from an accredited four-year college or university.

General Experience: One (1) year of responsible professional work experience which required a high degree of analytical skill which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.

The experience must have been comparable to the General Professional IV in the State service AND must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled:
The General Professional IV independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution.

Selective Certification Requirement (Grant Management System): In order to perform the duties and responsibilities of this position, the required one (1) year of experience identified above MUST have included demonstrated knowledge of the FTA's or other grant management systems; Hawaii Revised Statutes; Hawaii Administrative Rules, Department of Transportation policies and procedures; procurement principles, methods and practices; principles and practices of records management including the identification, storage, circulation and disposal of records; and the principles and methods of capturing, managing, storing, preserving and delivering information.  in addition, applicants must possess strong written and verbal communication skills to ensure effective coordination with individuals from different levels of government and various agency types.  Finally, applicants must possess the ability to apply Airports, Harbors and Highways divisional procedures, directives, regulations and manuals; become knowledgeable on related government organizations, programs and functions; learn and apply strategies, tools and technologies used for information management, both manually and electronically in cloud-based systems; utilize general research techniques in socio-economic, transportation and transit planning and programming; think strategically and provide input on long-term planning and development in the transportation section; adapt to changing regulations, technologies and work process in the field of records management and transportation planning; and must possess strong customer service aptitude to effectively interact with internal and external stakeholders and address their needs effectively. 

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Substitution Allowed: Relevant substitution as described in the Minimum Qualification Requirements, will apply.  This does not apply for the Grant Management System Experience.
