The Harbor Enforcement Officer II is a fully competent, independent worker that exercises regular police powers in maintaining law and order, and protecting individuals and property within the commercial harbors and waterfront improvements under the jurisdiction of the State of Hawaii, Department of Transportation, Harbors Division. The position requires the ability to use good judgment in anticipating and responding to emergency situations, in evaluating probable cause and in taking appropriate action in a variety of problem situations; and perform other related duties as assigned.
Applicants must be available to work rotating shifts, including evenings, weekends and holidays.
To qualify, applicants must meet ALL of the following requirements:
Prerequisite Knowledge and Abilities Requirement:
Knowledge of: Federal and State laws, rules and regulations pertinent to law enforcement, protective and security services; law enforcement principles, practices, procedures, methods, and techniques relative to search, seizure, arrests and the gathering and presuming of evidence, etc.; methods and procedures involved in the operation of protection systems and equipment; use of firearms, mace, handcuffs, and other related equipment; court processes and procedures; and effective report writing techniques.
Ability to: Read, understand and apply laws, rules and regulations, techniques, methods and procedures used in performing the duties of Harbor Enforcement Officer; exercise courtesy, diplomacy and firmness in enforcing regulations, maintaining order, questioning individuals, quelling group disturbances and in other personal contacts; use judgment an initiative in meeting new and unexpected problems; analyze situations rapidly and take appropriate action in emergencies; use firearms and other equipment; follow oral and written instructions; and prepare clear and concise reports of investigations and activities.
Experience Requirements:
Applicants must have had progressively responsible experience of the kind and quality described in the statements below or any equivalent combination of training and experience:
General Experience: Three (3) years of work experience which demonstrated the following abilities:
A. Read and comprehend complex material, such as rules and regulations;
B. Write clear, factual reports; and
C. Meet and deal effectively with people.
Such experience must demonstrate the ability to read, write, understand and communicate effectively with others in English.
Specialized Experience: One (1) year of responsible work experience in the enforcement of laws and rules, and in the protection of persons and of property. Such experience must have involved the exercise of all the powers and authority of a police officer, including the power of arrest, and which involved detecting and investigating violations, collecting and reporting facts and evidence pertaining to such violations, and enforcing and promoting compliance. Such experience must also have demonstrated knowledge of and ability to apply statutes and rules, principles, practices, methods, and techniques of law enforcement such as patrol and surveillance, inspection and investigation, arrest and evidence, search and seizure; report writing; court procedures; and the use of firearms.
Driver's License: Applicants MUST POSSESS a valid driver's license at the time of appointment.

Special Requirements: These positions require the handling of firearms and ammunition. Applicants must meet ALL Federal and State regulations pertaining to the carrying, use and possession of firearms and ammunition AND have been currently or previously qualified by a certified law enforcement firearms instructor to carry a department or agency issued handgun to perform his/her duties. Under the requirements of the Federal Firearm Gun Control Act, applicants may not possess a conviction of domestic violence.
Personal Requirements: Applicants must demonstrate that they possess traits and characteristics required for this work. Among these are alertness, tact, integrity, honesty, good judgment, and ability to deal with employees and the general public.
Selective Certification Requirements:
A. The duties and responsibilities of these positions include the performance of offshore and ocean patrols requiring the use and operation of motorized boats. Therefore, applicants MUST POSSESS knowledge and experience required to safely operate vessels, motorboats or sailboats with auxiliary power.
B. An employee in this position will be exposed to water areas where there is potential to either be pushed or accidentally fall into the water. Thus an employee in this position is required to be at least water-safe until help can arrive or be able to swim to a safe area. Therefore, applicants MUST be able to swim 100 yards.
Suitability Investigations: The State Department of the Attorney General will conduct an investigation of an applicant's personal suitability for employment for all applicants selected for hire. Only applicants selected for hire will be required to complete and submit the following forms prior to their employment start date:
A. Criminal History Record Clearance to Carry/Possess Firearms or Ammunition.
B. Certification of Qualification Form to Carry/Possess Firearms or Ammunition.
