Salary:

$5,918 to $8,422 per month (SR 24, Step D to M)

$6,399 to $9,109 per month (SR 26, Step D to M)

$7,198 to $10,247 per month (SR 28, Step D to M)

Positions assigned to this level spend a majority of work time supervising subordinate professionals at the Entry and/or Journeyworker Band level in the performance of professional work.  Supervisory duties and responsibilities include planning and directing the work of subordinates; assigning and reviewing their work; advising them on difficult and complex problem areas; timing and scheduling their work; providing technical guidance and staff training and development; and other related supervisory responsibilities. 

Specialty/Functional Area:

PROGRAMMER, SENIOR:
Under general direction, plans and performs the analysis of major activities and guides the subsequent design and implementation of systems for the application of electronic data processing or for the improvement of existing data processing applications.  Job is primarily concerned with broad aspects of data processing systems with the objective of utilizing available hardware, software and personnel resources in the most efficient manner.  Develops new and more effective interactions between systems while reducing redundancies in storage and processing.  May supervise employees engaged in developing, maintaining, and modifying applications programs.To qualify, you must meet all of the following requirements:

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

General Experience/Education: 
  • Four (4) years of progressively responsible administrative, professional or analytical work experience that provided the competencies described below; or 
  • Graduation from an accredited four (4) year college or university with a bachelor’s degree; or
  • Any equivalent combination of experience and education.
Specialized Experience: Four (4) to six (6) years of professional Information Technology (IT) work experience in the Programmer Specialty area which includes at least one (1) year of professional IT work experience comparable to the Journey worker Band B level in one of the IT specialty areas; or any equivalent combination of training and experience.

Journeyworker: Performs complex professional work and exercises independent judgment, discretion and adaptation in determining an approach and applying broad concepts, subject matter knowledge, professional skills and techniques in order to successfully complete assignments and fulfill the full scope of responsibilities. Assignments require considerable knowledge of applicable laws, rules, policies, regulations and procedures in a subject matter area or field of expertise; and typically requires the analysis and understanding of various factors, conditions, processes, functions, etc., in order to formulate a feasible solution/work product. Controlling precedents, policies, procedures and decisions are not immediately apparent to problems being analyzed. Positions may be assigned work as a generalist, performing the full range of professional work from simple to highly complex assignments, but spends the majority of work time performing complex professional work. Positions may be assigned work as a specialist performing the full range of work in a specialized area encompassing a range of complexity from simple to highly complex work, but spends a majority of work time performing complex work in the specialized area.

Applicants must also possess one or a combination of the following:

A) Supervisory Aptitude:  
Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision (e.g., by serving as a group or team leader); or in similar work which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable  appraisals by a supervisor indicating the possession of supervisory potential.

B) Supervisory Experience:  Supervisory work experience which includes:  1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance. 

Job Related Competencies Required:  Depending upon the level you are interested in and being considered for, applicants must possess experience and/or training which demonstrates a basic understanding of at least some of the following competencies: Customer Focus; Initiative; Reading; Writing; Oral Communication; Decision Making; Problem Solving; Reasoning; Information Management; Interpersonal Skills; Technical Competence; Organizational Awareness; and Supervisory Skills.
