The Investigator VI level plans, organizes, directs and coordinates a statewide investigative program concerned with civil, administrative and/or criminal investigations within an agency's jurisdiction; supervises a staff of Investigator IV's, type A or C described below through subordinate full-time supervisors; and performs other related duties as assigned.
Work activities and requirements are broad and complex although violations investigated are related to specific program areas such as welfare fraud, controlled substances, regulated industries, consumer protection, etc. At this level, positions develop operating policies and procedures; resolve operational problems; recommend new laws, rules and regulations or recommend revisions; testify before the legislature; prepare budget requests and develop training programs.
The current vacancy position is located in the Office of Homeland Security's Intelligence Enforcement Unit of the Department of Law Enforcement (DLE). Under the general supervision of the head of the Office of Homeland Security Office (OHS) Administrator, the Intelligence Enforcement Unit is responsible for intelligence support to the Department of Law Enforcement operations focusing on all crimes and homeland security threats. This position is vested with statewide police powers by Chapter 353C-4, Hawaii Revised Statutes (HRS), and is authorized to carry and utilize firearms and ammunition. The purpose of this position is to plan, direct, supervise, and coordinate the activities of the Intelligence Security Unit and conduct highly complex investigations through the indictment and prosecution process. To qualify, you must meet all of the following requirements:
Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Four and one-half (4-1/2) years of progressively responsible professional investigative experience which demonstrated:
A. Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data;
B. The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions;
C. Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and
D. Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Quality of Experience: At least one (1) year of Specialized Experience must have been comparable to the Investigator V level, OR two (2) years must have been comparable to the Investigator IV level in State service.
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.
Investigator IV positions referenced above consist of the following types:
A. An investigator independently performing the full range of investigations within an agency's jurisdiction where the work regularly is of a complex nature and in which the violations are related to a specific program area;
B. One of two investigators who are responsible for the small investigative program in an agency, without higher level investigative supervisory guidance; and
C. The working supervisory investigator in an agency where investigations are carried out according to standard policies and procedures, from planning through fact-finding to reporting the results of the investigations.
The Investigator V plans, organizes, directs and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., or conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as, the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.), like that of lower investigator levels; and performs other related duties as assigned.
Selective Certification Requirement (Homeland Security Investigations Experience): In order to successfully perform the duties and responsibilities of these positions, applicants must possess demonstrated knowledge of the intelligence cycle/process; intelligence-led policing principles and practices related to homeland security threats and criminal activities; criminal and intelligence investigations management; and the jurisdictions and functions of various governmental agencies and departments.
Therefore, certification of eligible applicants shall be restricted to only those who meet the minimum qualification requirements of the Investigator VI, AND:
A. Are currently, or previously been qualified by a certified law enforcement firearms instructor to carry a department or agency-issued handgun to perform their duties; and
B. Of the four and one-half (4-1/2) years of Specialized Experience required for the class Investigator VI, applicants must possess at least TWO AND ONE-HALF (2-1/2) years of professional experience working in various governmental agencies and departments or joint task force environments in the furtherance of federal and state law enforcement operations. Such experience must have demonstrated the knowledge and abilities described above.
The Homeland Security Investigations Experience above may have been gained concurrently as part of the required Specialized Experience, or in a separate capacity.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Administrative Aptitude: Administrative aptitude rather than actual administrative experience may be accepted. Administrative aptitude will be considered to have been met when there is strong affirmative evidence of the necessary administrative aptitudes and abilities.
