Duties Summary
The land agents perform and/or supervise or administer work in the acquisition of lands for public purposes, in the disposition of public lands for approved private and public purposes, and in the inspection and enforcement of terms and conditions of land dispositions and provisions of public land laws.
The Land Agent IV performs the full range of work in the acquisition and disposition of all public lands of the State including complex and difficult assignments; conducts land management activities, and performs other duties as assigned.
The Land Agent V performs the most complex land transaction assignments on a continuous basis; or serves as a staff specialist in developing and monitoring program plans, budgets and procedures, special reports and proposed legislation affecting public lands; may supervise lower level land agents and/or clerical personnel; and performs other duties as assigned.
Minimum Qualification Requirements
Applicants will be placed on the eligible list for ALL levels for which they are qualified.
To qualify, applicants must meet all of the following requirements:
Legal Authorization To Work
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education: Graduation from an accredited four (4) year college or university with a bachelor's degree.
Specialized Experience: Level IV requires two and one-half (2-1/2) years and Level V requires three and one-half (3-1/2) years of progressively responsible professional experience which demonstrated knowledge of Hawaii Land laws, real estate laws and terminology, the real property appraisal process, various types of land titles and legal instruments affecting land transactions; and the ability to gather and analyze land transaction data; prepare reports of findings, including conclusions and recommendations, and meet and deal effectively with others.
For Land Agent IV, at least one year of experience must have been comparable to that of the Land Agent III in State service which is summarized below.
The Land Agent III independently performs selected assignments in transaction preparation of land acquisition and dispositions, and routine land inspection and enforcement activities; assists higher level agents by performing certain aspects of complex and/or controversial transactions, inspections and enforcement work, under close supervision for training purposes.
For Land Agent V, at least one year of experience must have been comparable to that of a Land Agent IV in State service, which is summarized below.
The Land Agent IV is fully competent in performing all land acquisition, disposition, inspection and enforcement activities under general supervision; performs the full range of work in the acquisition and disposition of all public lands of the State including complex and difficult assignments; independently conducts studies of all land transactions for preparation of recommendations on requests for use of State lands or for the acquisition of lands for State use. Transactions include leases, easements, fee sales, revocable permits, executive orders, land exchanges, negotiated sales, licenses and acquisition through condemnations and negotiated purchases.
Supervisory Aptitude: None for Level IV. For Level V, s upervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements will apply.
