Duties Summary
A Personnel Program Manager in the State service manages a major personnel functional area which involves the planning, development, control, and coordination of operations and integration with all other functional areas; and performs other duties as assigned.
This position is located in the Department of Human Resources Development (DHRD), Employee Classification and Compensation Division (ECCD), develops, administers and manages classification and compensation systems for civil service positions and works in conjunction with other divisions to develop and administer human resources programs for the exempt service and employees excluded from collective bargaining. The Classification Branch is responsible for developing statewide policies, standards, methods and practices with regard to position management, classification systems (position classification and broadbanding) and exemptions from civil service; determine appropriate bargaining unit assignments for all positions in the State; participate in equal pay projects with other jurisdictions; and provide training and management advisory services to line departments and others.
Minimum Qualification Requirements

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education: A bachelor's degree from an accredited four-year college or university.
Specialized Experience: Three and one-half years of progressively responsible experience in one or any combination of personnel management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations services, employee development, personnel program development, personnel research, and labor relations.
Staff Specialist or Supervisory Experience: Two years of either staff specialist or supervisory experience as described in A or B below:

- Staff Specialist Experience: Personnel management and/or labor relations specialist experience performing work regularly encompassing difficult and complex situations and problems, with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; or Personnel management specialist and/or labor relations experience performing extensive and intensive work on the most complex and difficult assignments in program development and evaluation, development of new and revised procedures, review of working situations to assure that departments are following guidelines for sound personnel practices, development of legislative proposals or analysis of the impact of proposed legislation, and conduct of research aimed toward improving the personnel administration system.
- Supervisory Experience: Experience in the field of personnel management or labor relations which included: (a) planning and directing the work of others; (b) assigning and reviewing their work; (c) advising them on difficult problem areas; (d) timing and scheduling their work; and (e) training and developing them.
