This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i. 


Applications received for this recruitment will be reviewed for Legal Authorization to work in the US. All applicants who pass the Legal Authorization review will be referred to the hiring department for consideration and an initial review of the application. 


Applicants who meet the initial review requirements at the departmental level may be contacted by the hiring program for an interview. All applicants interviewed by the hiring program will be notified of their selection or non-selection by the department. 


The application referral and potential interview conducted at the departmental level does not imply that applicants have met all Minimum Qualification Requirements. A thorough review of all applications received will be conducted by the Department of Human Resources Development and all applicants will be notified of the final disposition. 


Pre Audit Clerk I: $3,484 to $4,409 per month (SR-11, Step C to I)

Pre Audit Clerk II: $3,768 to $4,766 per month (SR-13, Step C to i)

Pre Audit Clerk III: $4,078 to $5,157 per month (SR-15, Step C to i)

Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The notice of the last day to file applications will be posted on the State of Hawaii's Civil Service Job Opportunities Listing page of our website.Pre-Audit Clerks are concerned with the functions of examination and verification of payrolls and summary warrant vouchers for accuracy and compliance with legal and procedural requirements; verification of prices of contractual items; verification of receipts of goods or services; and the receipt and deposit of monies received by the department.

Level I positions performs the full range of clerical pre-auditing work in a large department involving vouchering claims and/or payroll claims, regulations, rules, policies and procedures; and performs other related duties as assigned.

Level II positions examine, prior to payment, all vouchered claims against the State for propriety of the charge against the appropriation indicated and for compliance with statutes, policies, rules and regulations; and/or examine, prior to payment, all payroll claims against the State for compliance with laws, rules and regulations, and policies as established for employees under the merit system and employees exempted from the merit system; or supervise and participate in performing the full range of clerical pre-auditing work in a large department involving vouchered claims and/or payroll claims for compliance with Federal, State and/or departmental laws, regulations, rules, policies and procedures, or under the supervision of a higher level Pre Audit Clerk, supervise the full range of clerical pre-auditing work in a large department involving vouchered claims and/or payroll claims for compliance with Federal, State and/or departmental laws, regulations, rules, policies and procedures; and perform other related duties as assigned.

Level III positions supervises and participates in performing the full range of pre-auditing work in the State's central agency; examines all contracts prior to certification of funds by the comptroller; reviews and controls Electronic Data Processing input and output data; or supervises the full range of clerical pre-auditing work in a large department involving vouchered claims and/or payroll claims for compliance with Federal, State and/or departmental laws, regulations, rules, policies and procedures; and perform other related duties as assigned.To qualify, you must meet all of the following requirements:

Legal Authorization to Work Requirement:

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


LEVEL I:

Specialized Experience: Two years of responsible clerical work experience in the preparation and processing of payroll documents/forms and/or in the preparation and processing of vouchers, invoices and statements. Such experience must have demonstrated knowledge of arithmetic and required the ability to read, understand and follow oral and written instructions; communicate orally and in writing; and make arithmetic computations.

LEVEL II:
Specialized Experience: Two years of responsible clerical work experience in the preparation and processing of payroll documents/forms and/or in the preparation and processing of vouchers, invoices and statements. Such experience must have demonstrated knowledge of arithmetic and required the ability to read, understand and follow oral and written instructions; communicate orally and in writing; and make arithmetic computations.

Pre-Audit Experience: One year of progressively responsible work experience which involved the examination and verification of payroll documents/forms, invoices, vouchers, statements and other request for payment for completeness, accuracy, legality, and propriety.

LEVEL III: 
Specialized Experience: Two years of responsible clerical work experience in the preparation and processing of payroll documents/forms and/or in the preparation and processing of vouchers, invoices and statements. Such experience must have demonstrated knowledge of arithmetic and required the ability to read, understand and follow oral and written instructions; communicate orally and in writing; and make arithmetic computations.

Pre-Audit Experience: Two years of progressively responsible work experience which involved the examination and verification of payroll documents/forms, invoices, vouchers, statements and other request for payment for completeness, accuracy, legality, and propriety.

Supervisory Aptitude: For the Pre-Audit Clerk III level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
