This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.

Salary:

Level V - $5,918 to $7,198 per month (SR-24, Step D to I)
Level VI - $6,399 to $7,787 per month (SR-26, Step D to I)

Duties Summary



Both positions are located in the Financial Statements Section, Uniform Accounting and Reporting Branch, Accounting Division of the Department of Accounting & General Services.

ACCOUNTANT V is responsible for the coordination of the annual Schedule of Expenditures of Federal Awards (SEFA). Duties and responsibilities include interpreting the Federal Office of Management and Budget pronouncements, preparing instructions and SEFA data packages, analyzing and consolidating financial information, drafting financial statements and notes, and providing SEFA data input training to departmental personne. The position also assists the Section Chief in coordinating the preparation of the State's Comprehensive Annual Financial Report.

ACCOUNTANT VI serves as the supervisor of the Financial Statements Section and assists the Branch Chief in planning, coordinating and controlling activities of the Branch. Duties and responsibilities of the position include coordinating and supervising the preparation of the State's Comprehensive Annual Report (CAFR) and the annual Schedule of Expenditures of Federal Awards (SEFA); analyzing and interpreting Governmental Accounting Standards Board pronouncements and evaluating their potential financial and operational impact; designing and establishing efficient and orderly financial reporting processes and internal controls; and serving as a resource to departmental personnel on the application of authoritative professional literature in accordance with federal and State law and Generally Accepted Accounting Principles.

Minimum Qualification Requirements



To qualify, you must meet all of the following requirements:

Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

ACCOUNTANT V:

Education: A bachelor's degree from a regionally accredited four-year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.

Professional Accounting Experience: Three and one-half (3 1/2) years of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.

Fund Control Experience: One (1) year of professional work experience interpreting and applying governmental accounting and reporting requirements and pronouncements, and analyzing and preparing governmental financial statements in accordance with Generally Accepted Accounting Principles.

Such experience may have been gained concurrently or separately in meeting the Minimum Qualification Requirements for the class Accountant V.

Evidence of having passed the Uniform Certified Public Accountant Examination may be substituted for the Fund Control experience requirement.

Supervisory Aptitude: Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader, by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

ACCOUNTANT VI:

Education: A bachelor's degree from a regionally accredited four-year college or university with at least twelve (12) semester credit hours in accounting and/or auditing subjects.

Professional Accounting Experience: Three and one-half (3 1/2) years of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.

Fund Control Experience: One (1) year of professional work experience interpreting and applying governmental accounting and reporting requirements and pronouncements; preparing governmental financial statements in accordance with Generally Accepted Accounting principles, and evaluating or maintaining a system of internal controls for large entities.

Such experience may have been gained concurrently or separately in meeting the Minimum Qualification Requirements for the class Accountant V.

Evidence of having passed the Uniform Certified Public Accountant Examination may be substituted for the Fund Control experience requirement.

Supervisory or Specialist Experience: One year of either supervisory or specialist experience of the type and quality described below:

1) Supervisory Experience: Professional accounting or auditing experience which included: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees.

2) Specialist Experience: Work experience in a specialized area of accounting (such as systems design, adaptation, installation, evaluation and/or revision or fund control) or in auditing which involved performing work regularly encompassing difficult and complex situations and problems comparable in scope and complexity to the classes Accountant V and Auditor V in the State service. (Applicants with specialist experience and no supervisory experience must possess strong evidence of supervisory aptitude as described below.)

Supervisory Aptitude: Applicants with Specialist Experience and no Supervisory Experience must possess strong evidence of supervisory aptitude. Demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader, by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
