Salary: $4,690 to $5,713 per month (SR-20, Step D to I)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
The Administrative Specialist aids in getting things done through knowledge of and skill in dealing with organizations, work flow processes, funding, resources, equipment and the other tools or resources of management. The focus of the work is in the management of financial and human resource; however, a position in this series also performs key work in several other vital functions or services, such as program evaluation and analysis, budgeting, management analysis, procurement, service contract negotiations and administration, reports management, data processing and similar or closely related activities.
This Administrative Specialist III position is responsible for assisting a higher level Specialist or Officer in overseeing the administrative aspects of a program and organization. Duties include managing operational details; providing guidance and advice to component organizational units; overseeing conformance to administrative plans, policies and procedures; and serving as liaison between the program and other offices and agencies; and performs other duties as assigned.
DESIRABLE Qualifications
This position is located in the Business Development and Support Division (BDSD) of the State of Hawaii - Business, Economic Development and Tourism (DBEDT). BDSD manages two (2) overseas offices and this position will need to facilitate communication; administrative requirements; specific activities; travel, etc. with guidance from the Administrator.
Desirable qualifications for this position are:
2) Understanding of management principles and practices, methods and techniques.
3) Knowledge and understanding of utilizing various software applications including database program Salesforce; Illustrator; Microsoft applications and manages the divisions database of companies involved with respective division programs.
4) Ability to comprehend complex technical materials, write reports, and organize work.
5) Serves as the lead staff related to departmental wide initiatives.
To qualify, you must meet all of the following requirements:
Education: Graduation from an accredited four (4) year college or university with a bachelor's degree.
Specialized Experience: One and one-half (1-1/2) years of business administration, public administration, or other responsible professional experience which required a high degree of analytical skill (e.g., operation management, business analyst, budget/fiscal analyst, etc.) and which involved evaluating and improving elements such as managerial policies, systems, work methods and practices, personnel needs and utilization, and quality of services rendered, of an operating program.
