Duties Summary

Exempt, non-civil service appointment. The Hazard Evaluation and Emergency Response Office (HEER) is responsible for the development, implementation and maintenance of a State Response Program, Brownsfield Redevelopment and Hawaii’s Voluntary Cleanup Programs in conjunction with federal and state laws and regulations.


The primary purpose of this position is to provide scientific, technical and programmatic support to agencies participating in the state Brownfields program as it relates to HRS, HERL and CERCLA. This position will also participate in federal initiatives such as the Small business Liability Relief and Brownfields revitalization Act (PL 107-118).


This position provides outreach to property owners, prospective purchasers and developers on federal Brownfields protections and grant programs. This position also implements coordination program activities grant and revolving loan fund application, award procedures, investigations and financial management tracking.


Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree in chemistry, physics, biology, zoology, environmental engineering, public health or other field related to environmental planning or management.

EXPERIENCE: Two years of responsible professional work experience in chemistry, physicals, biology, zoology, environmental engineering, public health or other related to environmental planning or management which provides knowledge and skills appropriate to oil and hazardous materials environmental response management or investigation. The experience must have required the ability to apply scientific or technical field experience to environmental problems and to interpret the results of research and analysis by other professionals; review and comment on technical documents and conduct a variety of activities in a short timeframe.


Four years responsible professional work in environmental science or other closely related scientific fields environmental law or business/public administration which provided knowledge and skills appropriate to the administration and implementation of pollution control programs. The work must have required the ability to apply the scientific laws and principles of the field, and to interpret and evaluate the results of research and analysis by other professionals, review and comments on technical documents, knowledge of and ability to interpret and apply laws, regulations, rules and policies relating to environmental response actions. Must also possess excellent written and oral communication skills, the proven ability to maintain working relationships with and communicate with community members, contractor, business and landowners, various government entities and the general public.


LICENSE:
Possession of a valid State of Hawaii Driver’s License is preferred.
