Duties Summary
Exempt, non-civil service appointment. The purpose of the Environmental Management Infrastructure Project (EMIP) is to support the implementation and impact of U.S. Environmental Protection Agency (EPA) grant awards and ensure capacity to implement environmental recovery projects after disasters and emergencies, to protect Hawaii’s water, land, and air, mitigating their impact on public health.
The purpose of Environmental Recovery Support is to plan and coordinate the EHA’s preparation for and recovery from incidents and emergencies affecting environmental public health.
The purpose of this position is for directing and ensuring coordination, implementation, and integration of Environmental Management Division programs in emergency response and recovery actions affecting environmental health. Supervises planning, implementation and evaluation of unit activities and serves as liaison to State, Federal and other agencies before, during and after emergency response activities. This position also prepares and monitors legislation relating to environmental disaster and emergency preparedness and recovery activities.
Minimum Qualification Requirements
EDUCATION : Graduation from an accredited college or university with a bachelor’s degree in engineering, biological or physical science, or an environmental or public health related field. Relevant substitutions may apply.
EXPERIENCE : Three (3) years progressively responsible professional work experience in a field of environmental health which demonstrated knowledge and understanding of environmentally hazardous substances (e.g. chemical, physical or biological substances) or pollutants and required knowledge and application of laws, rules, regulations, methods and techniques pertaining to an area of environmental health such as clean air, clean water, drinking water, solid and hazardous waste, oil spill, etc. One (1) year of applicable supervising experience performing work as described above.
Preferred Experience : Two (2) year experience involving budgets, contracting, HR, planning, program development, etc., and six (6) months experience with Federal Incident Command System (ICS) processes, procedures, and event management.
Substitutions Allowed : a. Possession of a master's degree in engineering, biological or physical science, public administration, environmental and / or public health from an accredited college or university may be substituted for one (1) year of the specialized experience requirement. b. Possession of a doctorate degree from an accredited college or university in the above fields or in law, may be substituted for two (2) years of specialized experience.
LICENSE : Possession of a valid State of Hawaii Driver’s License is preferred.
