Duties Summary
About the Position:
The Office of the Senate Minority is seeking a qualified and dedicated attorney to provide legal expertise, policy analysis, and legislative support to the Senate Minority Caucus. This full-time position requires an individual with strong legal experience, excellent research and writing skills, and the ability to work in a fast-paced legislative environment.
Duties and Responsibilities:
- Conduct legal research and provide analysis on proposed legislation, and issues that affect the State of Hawaii and public policy issues.
- Draft, review, and amend legislative proposals, bills, and resolutions.
- Advise members of the Senate Minority Caucus on constitutional, legal, and procedural matters.
- Assist with committee hearings, floor sessions, and other legislative proceedings.
- Ensure compliance with Senate rules, state laws, and ethical standards.

Minimum Qualification Requirements
LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
- Juris Doctor (JD) degree from an accredited law school.
- Admission to the Hawai?i State Bar (active and in good standing) preferred.
- Strong legal research, analytical, and writing skills.
- Excellent communication and interpersonal skills.
- Ability to work collaboratively in a team environment.
- Knowledge of constitutional law, and administrative law is a plus.
- Ability to meet deadlines.
Must be available to work evenings, weekends, and holidays as legislative deadlines may demand. Must reside on the Island of Oahu or be willing to relocate.

This position is exempt from the civil service and considered temporary in nature.
