Duties Summary
The Public Utilities Commission ("Commission") regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii ("State") that provide electricity, telecommunication, gas, private water and wastewater, motor and water carrier transportation services and other entities as required by law ("regulated entities"). The Commission has statutory authority to enforce applicable State statutes, to establish and enforce administrative rules and regulations, and to set policies and standards. The Commission also oversees the administration of a One Call Center that provides advance warning to excavators of the location of subsurface installations in the area of an excavation in order to protect those installations from damage; the Telecommunications Relay Services (TRS) fund which provides intrastate TRS for the deaf, persons with hearing disabilities, and persons with speech disabilities; and the Public Benefits Fee surcharge, which is used to fund and support energy efficiency programs and services implemented by an independent third party administrator on the islands of Oahu, Maui, Molokai, Lanai and Hawaii Island.
The Office of the Executive Officer plans, directs and manages the daily operations of the Commission to ensure efficient use of its resources in meeting its missions and organizational goals and objectives. Functional areas include administrative services, (e.g. budget, fiscal, procurement of goods and services, human resources, case management and clerical support), use of information technology to improve the Commission's efficiency and productivity, audit and technical review of the regulated entities' financial and engineering activities, internal and external communications, government affairs and the Commission's outreach and compliance efforts.
The Commission's Consumer Affairs and Compliance Section (CACS) establishes and maintains contact with regulated entities, government agencies, and the public; disseminates public information; provides investigation, complaint resolution, and enforcement services; and conducts community outreach and educational services on behalf of the Commission.
Purpose of the position:
Under the direction of the CACS Officer, this position is responsible for the oversight and administration of the Commission's activities and functions relating to the supervision of the Compliance Specialists and Investigators, to include, but are not limited to, investigations into and compliance of chartered, franchised, certificated, and registered public service companies, education and community engagement, and miscellaneous duties as assigned.
Minimum Qualification Requirements
A. Knowledge:
Principles and practices of supervision and program development, implementation, and evaluation; principles and techniques in developing informational and educational campaigns; principles and practices of investigations, including familiarity and interpretation of laws and rules, and rules of evidence; instructional methods and techniques; and report writing.
B. Skills/Abilities:
Plan, organize, direct, coordinate, develop and supervise employees in the section; efficiently manage multiple projects within specified timetables; work independently to develop, provide, and deliver accurate and sound communications effectively in writing, orally, and electronically with exceptional command of the English language; establish and maintain effective and cooperative working relationships; maintain confidentiality in the use of confidential information; learn, apply and explain in an easy-to- understand manner the Commission's general orders, rules, tariffs, decision and orders, operations, policies, and activities; plan, implement and evaluate programs; operate a motor vehicle; define, analyze and provide alternative course of action to problems; and to maintain regular attendance.
C. Education:
Graduation from an accredited college or university with a bachelor's degree. The educational training must demonstrate possession of a high degree of English language skills.
A master's or other advanced degree is preferred but not required.
D. Experience:
Two (2) years of progressively responsible professional experience in areas of program development and implementation, and compliance, enforcement and/or investigation activities.
An advanced degree from an accredited college or university in a relevant field may be substituted for one (1) year of the required experience.
Minimum one (1) years of supervisory experience, which includes the planning and directing the work of others; assigning and reviewing their work; advising and guiding them on difficult problem areas; timing and scheduling their work; and training and developing new employees.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
