Duties Summary
This position is the assistant to the State Procurement Administrator, who is the Chief Procurement Officer and head of the State Procurement Office (SPO) for the Executive Branch of the State, excluding the Department of Education and the University of Hawaii. As the assistant, this position is responsible for directing, coordinating, and implementing, through subordinate supervisors, the activities of the SPO, which include developing and revising procurement laws and rules; and planning, developing, implementing and evaluating the policies, procedures, and activities of the SPO. The SPO has final authority over procurement activities for all State and county government jurisdictions.

Education: A bachelor's degree from an accredited college or university.
Specialized Experience: Four (4) years of progressively responsible professional work experience which involved responsibility for the procurement of goods, services and/or construction through formal purchasing methods requiring the development of detailed, technical specifications and the establishment of contracts for the fulfillment of purchases.
Such experience must have demonstrated knowledge of the principles and practices of governmental procurement, applicable state, federal and local laws, rules, regulations and standards that relate to procurement; different types of contracts and methods of award; contractual terms and conditions; practices to foster effective competition; and anti-competitive practices.
Supervisory or Staff Specialist Experience: Two (2) years of work experience which involved the following:
A. Supervising a staff in the performance of professional procurement activities, as described in the complete Minimum Qualification Requirements; and/or
B. Professional procurement activities as described in the complete Minimum Qualification Requirements.
Administrative Aptitude: Strong affirmative evidence of the necessary administrative aptitude and abilities as described in the complete Minimum Qualification Requirements.
