Position

The Idaho Department of Environmental Quality (DEQ) is hiring an Air Quality (AQ) Monitoring Analyst – Analyst 3 for the Coeur d’Alene Regional Office

Salary Range: $29.75 - $33.71

Responsibilities

  • AQ equipment installation, operation, and maintenance:
  • Install, operate, and maintain various types of air quality monitoring equipment to meet DEQ AQ Quality Assurance Project Plan (QAPP) criteria and relevant standard operating procedures.
  • Maintain equipment, including continuous gas and particulate monitors, telemetry systems, meteorological measurement systems, and filter-based samplers.
  • Implement required data quality assurance/quality control (QA/QC) processes to ensure data meets state completeness criteria.
  • Crop Residue Bruning (CRB) Program support:
  • Provide CRB support by implementing the CRB Program operating guide.
  • Consult with the Coeur d'Alene Regional Office CRB lead analyst and coordinate duties.
  • Serve as a point of contact for registered growers in the CRB program.
  • Review meteorological forecasts and air quality monitoring data to determine potential for field burning on assigned days.
  • Issue final burn approval notifications and shut down burns when conditions deteriorate.
  • Respond to CRB related complaints, investigate apparent violations, and develop enforcement referral documentation.
  • Operate and maintain seasonal smoke management AQ monitors and conduct QA of the data
  • Inspections, investigations, and regional support:
  • Inspect assigned small stationary source facilities and investigate complaints on air quality issues.
  • Evaluate compliance and recommend solutions to air quality problems.
  • Initiate field enforcement action when appropriate and develop enforcement referral documentation.
  • Aid regional program priorities as needed.

Minimum Qualifications

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

AND

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

OR

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.

Desired Specialty Minimum Qualification

Experience working with electronic equipment and an understanding of basic lab principles.

Physical Requirements

  • Ability to sit and work on a computer for 2-4 hours at a time.
  • Ability to bend and reach for filing purposes.
  • Some periods of heavy reading and typing are required.
  • Ability to lift 30 pounds when working with file boxes.
  • Must have a valid driver's license
  • Ability to climb ladders, staircases, work on uneven terrain.
  • Ability to lift and carry up to 50 pounds over rough terrain.
  • Ability to work in adverse or inclement weather.
  • Ability to work in extreme hot or cold temperatures both outside and inside.
  • Ability to work on elevated instrument platforms, ladders, etc.
  • Must be able to perform field monitoring work without on-site assistance or supervision
  • Occasional travel required.
  • May work in the vicinity of loud noise.
