Position Summary
The Idaho State Liquor Division (ISLD) seeks an experienced and dynamic District Manager to lead and oversee retail operations within a specified district. The District Manager will be responsible for driving the success of multiple retail outlets through strategic leadership, effective operational management, and innovative marketing initiatives. This role is crucial in ensuring the ISLD's mission to regulate and optimize the distribution and sale of distilled spirits while maximizing revenue and maintaining public safety.

Good knowledge of management practices; retail merchandising and marketing methods; inventory controls practices.
Experience managing retail operations; managing staff; analyzing operational, management or administrative problems to identify alternatives and implement solutions; working with public officials, interest groups, and the general public to explain, develop, and negotiate agreements.

Responsibilities
Leadership:
- Hires and trains store managers
- Provides support to store managers and assigns responsibilities and work plans
- Monitors and evaluates employee performance
- Conducts staff information and training sessions
- Investigates and resolves grievances and disputes
- Controls district budget, performs audits, and prepares special reports
- Responds to inquiries and provides information to government officials, businesses, news media and the public
- Develops and implements district sales plans and evaluates store effectiveness and profitability
- Develops operational policies and interprets, applies, and monitors compliance with state and federal law
- Investigates and recommends solutions to retail operations problems
- Coordinates law enforcement investigations for store robberies, burglaries, violations of liquor laws, etc.
- Investigates and resolves customer complaints
- Performs market research to determine best store locations and recommends site selection, openings, closures and remodeling
- Develops store merchandising plan including set up and product placement and recommends product mix
- Negotiates lease prices and consults with architects and directs design and layout of new stores
