Financial Program System Specialist
The State of Idaho Controller's Office is an equal opportunity employer. The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.
Key Responsibilities
The Financial Program System Specialist reports directly to the Financial System Development & Testing Manager under the System Development and Testing Bureau Chief.
The Financial Program System Specialist works together in a dynamic team environment to ensure infrastructure support and validation of the Luma system. This team is responsible for a wide array of daily, monthly, quarterly, and annual support. This team is deeply involved in system configuration, maintenance, development of enhancements, validation of customer updates, program interfaces, break fix, report testing, and system maintenance.
In their day-to-day operations, our team of professionals regularly validates and updates our finance, procurement, Sherpa, and XM modules based on break/fix and enhancement tickets. These updates are often necessitated by specific requests from Luma bureaus, state agencies, and business partners responsible for maintaining Idaho Code, policies and rules.
Lastly, our team will serve as the subject matter expert managing the sustainment activities for all modules in finance, procurement, Sherpa, and XM. They will work directly with functional leads, subject matter experts (SME’s), and business partners to determine gaps between requirements and technology.
The Financial Program System Specialist will establish and maintain positive relationships with functional policy owners to ensure the interpretation of laws, regulations, and program policies and procedures are applied appropriately. The employee will assist in the continuous improvement and modifications of supporting systems.

Job Functions
- Review, test, and validate all system break/fix requests.
- Review, test, and validate all enhancement requests.
- In coordination with the FSM System Administration Bureau, create and maintain testing plans.
- Responsible for testing all system change requests and customer updates.
- Oversee all system optimization associated with the modules within FSM, procurement, Sherpa, and XM.
- Responsible for all development within the specific modules.
- Management of modules in all lower tenants.
- Test and validate reporting structure within the specific modules and Cognos.
- Attend and participate in meetings to keep Luma staff up-to-date on functional and office activities.
- Interaction with team members to support all tier support.
- Advise leadership on elements related to Luma specific modules.
- Monitor priority of assigned tickets.
- Identify and suggest enhancements and modifications to the system applications.
- Provide guidance to technical staff on system requirements in coordination with the HCM or FSM System Administration Bureaus.
- Analyze programming specifications and development test results to ensure requirements are met.
- Approve program implementation into the test environments.
- Develop detailed test criteria that ensure key business processes impacted by requirements are tested.
- Set projected goal dates to have testing, documentation and training ready for internal and external customers.
- Perform acceptance testing of modifications in a test environment.
- Identify potential programming and processing complications encountered during testing.
- Evaluate testing errors for possible corrective action.
- Inform the assigned technical team of all errors that need to be resolved.
- Document and analyze test results.
- Ensure modifications and test results meet requirements.
- Present demonstration(s) of test results to internal and external users for approval prior to implementation into the production environment.
- Work closely with technical and System Administration bureaus to develop an implementation plan as the enhancement or break/fix is ready to be moved into the production environment.
- Monitor and verify successful implementation of modifications to the Production environment.
- Transfer knowledge and coordinate documentation updates with System Administration and Continuous Improvement Bureaus.
- Work with external customers to review and test their interfaces to ensure modifications they have made to their systems can accurately process through Luma.
- Recreate production issues per break/fix tickets to help the technical team troubleshoot the problem.
- Test processes and updates for Infor customer updates (CUs).
- Create internal documentation for testing team processes and procedures.
- Contributes to the positive performance of the Luma Division and the office.
- Demonstrates timely and consistent attendance.
- This is an in-office position.
- Any additional duties as assigned by State Controller or his/her designee.
- Good knowledge of financial, procurement, and/or budget processing.
- Strong customer service orientation, excellent interpersonal skills, as well as strong change and conflict management skills.
