The Idaho Department of Lands (IDL) is seeking a full time Grants/Contracts Operations Analyst. This position will be located at our Coeur d’Alene Staff Office.

Description

To monitor subgrantees, grantees, or contractors for quality-of-service delivery and compliance with grant or contract agreements and regulations; provide technical assistance; perform related work.

Responsibilities:

  • Analyzes financial reports to determine if expenditures are in compliance with grant or contract guidelines
  • Reviews payment requests or expenditures and recommends approval/denial
  • Monitor subgrantees for completion of goals and objectives, for compliance with contract/grant agreements and regulations, and audit financial expenditure records
  • Monitors and measures subgrantees or contractors progress towards goals and deliverables
  • Develop narrative, financial and statistical program reports
  • Responds to inquiries regarding grant or contract availability, requirements, and guidelines
  • Provide technical assistance to subgrantees on fiscal and grant management and interpretation of grant guidelines and regulations
  • Grant related special projects

Minimum Qualifications

Some knowledge of: grant or contract administration; bookkeeping.

Experience: interpreting, applying and explaining laws and regulations; interpreting narrative or demographic or statistical reports to ensure compliance with laws, regulations or requirements; collecting, organizing and evaluating data and writing a narrative report of findings.

Desired Qualifications

  • One (1) or more years of working in grant or contract administration
  • One (1) or more years of experience working in a public procurement environment
  • Experience interpreting, applying and explaining laws and regulations
  • Bookkeeping knowledge
  • Excellent technical writing and critical thinking skills
  • Experience with Microsoft Office and SharePoint
  • Detail oriented with strong organization skills

Distinguishing Characteristics

This is the second level of a three-level series: Grants/Contracts Program Specialist; Grants/Contracts Operations Analyst; and Grants/Contracts Officer. At this level, incumbents are collecting and analyzing data or conducting on-site visits to monitor subgrantees', grantees', or contractors' programs or service delivery. Employees provide technical assistance beyond clarification of program guidelines and regulations. Incumbents identify program deficiencies and negotiate potential corrective action and make recommendations. Responsibility for negotiating the terms of grants or contracts with users and the analysis of statistical and financial data in developing reports and corrective action plans are components found at the Grants/Contracts Officer level.

Under the direction of theIdaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.

Managingendowment trust landsis only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation onnavigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
