Do you enjoy learning and sharing knowledge? Do you enjoy a dynamic work environment? The Division of Medicaid has a unique opportunity to join our communications and training team as the Learning and Development (L&D) Specialist.

This position works with Medicaid staff to assess training needs, establish training programs and objectives, design courses, and provide instruction. You will work together with subject matter experts to develop training content and identify the appropriate delivery method. You will be the primary point of contact for Medicaid staff regarding training needs. You'll be responsible to oversee training records and resources as well as identifying and scheduling training courses.

We are seeking candidates with an easy-going attitude that enjoy collaborating with others. The L&D Specialist position has a unique level of flexibility and lots opportunities to be creative. Applicants should be self-motivated with experience independently identifying and solving problems.

This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES :

Create original training material and coursework using a variety of methods, software platforms, and media.

Work closely with subject matters experts to determine requirements for training courses, research and assess training needs, establish training program objectives, and design appropriate courses.

Research and develop or review vendor-based materials for organizational development and system improvement projects.

Facilitate courses and group discussions during training sessions.

Conduct onboarding and introductory staff training in specified areas.

Maintain courses, learner objectives, and learning paths in an electronic learning management system.

Consult with leadership regarding organizational effectiveness and employee development needs.

Maintain and contribute to annual publications, providing education to internal and external stakeholders.

Develop communication and marketing materials for training opportunities.

MINIMUM QUALIFICATIONS :

You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

Good knowledge of training theory. Typically gained by successful completion of college degree core requirements (to include 400 level coursework) in the area of instructional technology or a very closely aligned program providing a strong theory base in the field of training and development; OR approximately two years of experience actually providing training AND completion of approximately 40 hours of trainer development coursework or workshops covering the specifics of trainer development including : adult learning theory; training needs assessment; development of training objectives; course or curriculum design; presentation skills and training evaluation techniques.

Experience performing needs assessments, developing training objectives, designing and developing coursework and evaluating the training. Typically gained by demonstrating experience developing more than a singular type of training.

Experience presenting training to adult groups in structured learning situations. Typically gained by completion of core requirements for a degree in instructional technology or its equivalent AND a minimum of 40 hours of instruction presenting training to adults; OR through actual experience presenting approximately 100 hours or more of training to adult (18 years plus) groups in structured learning situations.

Experience using a variety of training methods. Typically gained by experience using at least THREE different training methods or strategies such as role play or lecture in the instructional environment.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

Experience designing, testing, and launching e-learning modules in learning management systems from Adobe Captivate, Camtasia, and / or Lectora. Typically gained by completion of relevant coursework or at least one year of related work experience.

Experience applying web-based technologies in a blended learning environment. Typically gained by at least one year of related work experience.

Knowledge of Medicaid programs. Typically gained by at least two years' experience at a state Medicaid agency or related experience supporting healthcare administration or other social services.

Experience using various graphic design, photo, and video editing software to create, edit, and present original training content. Typically gained by completion of relevant course work or at least one year of related work experience.

Experience using electronic learning management systems to manage learning content, learners, and learning paths. Typically gained by at least one year of related work experience.
