State Hospital Southwas established in 1886 and is in beautiful Southeast Idaho, an area best known for Oregon Trail and Native American history, amazing fly fishing, towering mountain peaks with abundant wildlife and awe-inspiring geological sites. State Hospital South in Blackfoot provides psychiatric inpatient treatment and skilled nursing care for Idaho’s adult citizens with the most serious and persistent mental illnesses. The hospital works in partnership with families and communities to enable clients to return to community living. State Hospital South includes 110 psychiatric adult beds and 42 skilled nursing beds. It also maintains a statewide program to restore the competency of criminal justice patients.
This position is not eligible for telework.
Any applicant offered employment in this position at the Idaho Department of Health and Welfare will be required to complete a criminal history background investigation. Employment is dependent upon satisfactory results of the investigation.

- Oversees the Accounts Receivable Collection function of SHS, with responsibility for accounting of patient accounts and monitoring billing functions and collections for compliance with CMS regulations.
- Provides assurance for compliance with GAAP and HIPAA privacy policies.
- Assists in billing insurance companies for patient services and participates in utilization review process to ensure collection from third party payers and from Medicare and Medicaid.
- Conducts interviews with patients and patient families and discusses arrangements for payment of accounts.
- Reports the hospital’s bad debts and works with billing department to ensure bad debt write-offs are conducted according to CMS guidelines.
- Adjusts patient's financial liability for hospitalization according to DHW, IDAPA, and CMS federal poverty guidelines.
- Monitors the aging reports and recommends accounts receivable rebilling of claims, tax credits/write-offs.
- Coordinates with the Deputy Attorney General to ensure compliance with Federal and State statutes governing collections and patients' accounts.
- Serves as a technical resource for patients, patients' families, and Hospital staff regarding information on Social Security, Veteran's Administration, other federal or state benefits, and other issues related to patient accounts and billing.
- Collects historical data, prepares accounting analysis, and designs special reports as needed to provide information for management use, ensure proper posting, provide information for Medicare/Medicaid Cost Reports, and provide information for the Hospital’s annual budget preparation.

- Some knowledge of medical records procedures and requirements. Typically gained by at least one year of work experience where these were regular responsibilities of the position
- Some knowledge of general benefits of Medicaid, Medicare and major insurance companies. Typically gained by at least one year of work experience where this knowledge was required to perform the responsibilities of the position.
- Some knowledge of bookkeeping. Typically gained by completion of one semester of high school bookkeeping, OR at least one year of work experience making routine debit and credit transactions, using worksheets and developing reports. Maintaining a personal checkbook does not qualify.
- Some knowledge of supervisory practices. Typically gained by at least six months of supervisory experience providing work assignment, direction, and monitoring of staff; OR completion of a class or seminar (of more than 1 day) specifically covering supervisory practices; OR completion of a college course covering supervisory practices; OR lead work experience that involved work assignment, direction, and monitoring of staff (such experience on a fill-in basis is non-qualifying unless for a minimum of 3 months).
- Experience interviewing others to elicit sensitive information. Typically gained by at least six months of work experience where conducting in-depth interviews was a primary responsibility of the job. Interviews may be employment interviews, job audit interviews, or other types of interview situations where information gathered was used in making decisions that had significant impact or had high consequence of error. General reception experience is not qualifying. Completion of related upper division college coursework may substitute for up to three months of experience.
- Experience interpreting state and federal regulations and insurance policies, coding manuals, and medical records. Typically gained by at least one year of work experience where these were regular responsibilities of the position
