The Division of Medicaid is currently filling for a Program Specialist in the Bureau of Medicaid Enterprise Systems (BMES) as part of the Vendor Management team in Boise . This team is responsible for the management of the three current MMIS ( Medicaid Management Information System) vendor contracts, the two current professional services contracts, all module vendor contracts currently listed on the reprocurement roadmap, and any additional future contracts managed by BMES. Applicants should have strong oral and written communication skills, strong attention to detail, proven project and time management skills, and partnership-building skills.

This position may be eligible for telework after successful completion of probation and necessary training.

  • EXAMPLE OF DUTIES :

  • Developing, maintaining and training on standardized processes, tools and workflows that create a single source of truth for each contracted vendor throughout the contract lifecycle.
  • Support procurement by reviewing RFIs and RFPs, requirements, vendor responses and other contract terms, supports contract negotiations, works with CMS to receive approval to execute contracts, executes contracts between DOP and vendor(s), manages development and execution of contract amendments and change requests and participates in enforcement of contracted vendor compliance.
  • Work with multiple teams to coordinate new vendor onboarding and kickoff.
  • Establish and maintain collaborative relationships with contracted vendor resources, project teams, PMO, and subject matter experts assigned to the contract to serve as a single point-of-contact for all questions, actions, and issues related to the contracts.
  • Monitor, evaluate, and report on the performance of vendors during DDI through deliverable review, schedule monitoring, performance monitoring, contract risk and issue management.
  • Transition all contract monitoring responsibilities and documentation to the BMES operations contract monitor once a vendor has moved into their maintenance and operations phase of their contract.
  • Annual federal and State budget requests for MMIS projects, Reprocurement and ongoing maintenance of MMIS Staff and systems. Tracking and reporting on the annual MMIS budget to internal, external and federal partners.
  • Developing and maintaining advance planning documents (APDs) that fund division wide projects that include MMIS system work.
  • MINIMUM QUALIFICATIONS :

  • Experience developing; recommending and evaluating operating procedures and recommending changes. Typically gained by
  • approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.

  • Experience developing technical written materials such as policies, technical manuals or rules / regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and / or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
  • Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.
