The Idaho Department of Juvenile Corrections, JCC- St. Anthony Facility is now hiring for a full-time Program Specialist- Regional QI position to work in the Quality Improvement team. This position will work with Facility Superintendents and other Department staff to develop, implement, review and evaluate program and facility standards.

Responsibilities:

1. Behavior Standards:

• Communicate respectfully and collaboratively with co-workers and customers.

• Maintain appropriate professional boundaries with facility staff and juvenile offenders.

2. Program Evaluation:

• Working closely with Facility Superintendent, Quality Improvement Services team, and Quality Improvement Manager, to develop, implement and review program and facility standards.
• Conduct semi-annual case management reviews.
• Assisting facility staff and leadership on the quality of juvenile correctional programming against empirically based standards through the use of a evidenced-based nationally validated instrument, and other standards (program description and handbooks etc.)
• Develop corrective action plans to increase program quality.
• Monitor and ensure that corrective action plans address, train, and implement steps for quality improvement.

3. Audits and Compliance:

• Conduct audits throughout the year to include, PbS, Case Management, IPET, and PREA.
• Working closely with Facility Superintendent and monitoring organizations to ensure compliance with established standards through data collection and comparison with national practices and norms.
• Coordinate and conduct facility data collection surveys twice annually (April/October) with input from staff, juveniles, family members, incident report data and records reviews. Enter information into database.
• Review and analyze survey data.
• Track results and compare with prior collection period.
• Advise and consult facility leadership on preparation of Facility Improvement Plan (FIP) related to standards.
• Track implementation and progress of FIP.
• Attend teleconferences and trainings as required.

4. Prison Rape Elimination Act:

• Working closely with Facility Superintendent and Agency PREA coordinator, report, document, investigate, monitor and follow-up on reports allegations or incidents of PREA in accordance with Federal and agency standards.
• Coordinate with Agency PREA coordinator and other facility PREA compliance managers to ensure consistency across the Department.
• Train staff on PREA responsibilities.
• Policy review and revision.
• Attend teleconferences and trainings as required.

Minimum Qualifications:

Experience:

• Developing; recommending, and evaluating operating procedures and recommending changes;
• Developing technical written materials such as policies, technical manuals or rules/regulations;
• Providing technical program assistance to staff.

Desired Qualifications:

• Project management;
• Working within a multidisciplinary team
• Quality assurance/improvement principles and evaluation methodologies.

Knowledge:

• Juvenile justice programs and/or systems.
