The Idaho Department of Environmental Quality (DEQ) is hiring an Idaho Pollutant Discharge Elimination System Program (IPDES) Permit Writer - Analyst 3 for the Surface & Wastewater Division at the State Office located in Boise, Idaho. Join Our Team and Make a Difference!

Salary Range : $29.75 - $33.71

Responsibilities :

Primary Responsibilities :

  • Draft and review IPDES general permits, fact sheets, and permit modifications.
  • Process Notices of Intent (NOIs), Change NOIs, and Notices of Termination.
  • Respond to public comments and permit interpretation questions.
  • Collaborate with internal teams, external agencies, and the attorney general's office on permits and appeals.
  • Maintain and update permits, standard operating procedures, and program documents.
  • Support data management efforts and streamline processes with EPA and internal teams.
  • Identify opportunities to improve customer service and program efficiency.

Minimum Qualifications :

Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and / or experience equivalent to a typical four (4) year bachelor's degree. For example : Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and / or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.

At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and / or regulatory interpretation and / or development.

Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and / or regulatory interpretation and / or development.

Desired Specialty Minimum Qualification

A college degree in engineering, physics, chemistry, biology, environmental science, or a closely related field; AND one (1) year of full-time work experience with : a governmental regulatory agency developing, or determining compliance with, water quality permits for municipal or industrial (production, construction, mining) sources; OR A consulting firm or contractor with primary responsibility for preparing water quality permit applications and supporting documentation; OR Ensuring compliance with water quality permit conditions at municipal or industrial sources, OR Operations subject to water quality general permit conditions.

Physical Requirements :

  • Ability to sit and work on a computer for 2-4 hours at a time.
  • Ability to bend and reach for filing purposes.
  • Some periods of heavy reading and typing are required.
  • Ability to lift 30 pounds when working with file boxes.
  • Ability to climb ladders, staircases, work on uneven terrain.
  • Ability to work in adverse or inclement weather.
  • Ability to work in extreme hot or cold temperatures both outside and inside.
  • May work in the vicinity of loud noise.
  • May come into contact with hazardous waste / materials.
  • Other Requirements :

  • Valid driver's license
  • May be required to travel and stay overnight in remote areas.
