Essential Functions

  • Serves as the Farmland Protection and Mined Land Reclamation Full Line Supervisor in the Bureau of Land and Water Resources.
  • Implements policy and procedures to ensure the Farmland Protection and Mined Land Reclamation Programs are in compliance with agency rules and regulations and State of Illinois rules and regulations.
  • Provides financial and technical advice to the Bureau Chief for the Farmland Protection and Mined Land Reclamation Programs.
  • Reviews and evaluates policies, programs, laws, and regulations governing the development and management of Farmland Protection and Mined Land Reclamation in partnership with the Bureau Chief.
  • Acts as agency liaison on Farmland Protection and Mined Land Reclamation issues.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Specialized Skills

  • Requires four (4) years’ experience processing and negotiating Agricultural Impact Mitigation Agreements and applying state and federal farmland protection regulations in the completion of agricultural site reviews.
  • Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college with course work in agriculture, natural resources management, conservation, rural sociology, agricultural economics, land use planning, geography and public / business administration.
  • Requires five years of progressively responsible professional experience in land and water conservation program development, conducting research in land and water resource issues or in mined land reclamation.
  • Preferred Qualifications

  • Prefers four (4) years’ experience processing and negotiating Agricultural Impact Mitigation Agreements and applying state and federal farmland protection regulations in the completion of agricultural site reviews.
  • Prefers five (5) years of experience with organizational structure and functions of state, federal and local agencies responsible for administering land and water conservation and protection laws and programs as well as mined land reclamation programs.
  • Prefers extensive knowledge of Farmland Protection and Mined Land Reclamation programs and ability to exercise judgement in implementing departmental policies.
  • Conditions of Employment

  • Requires completion of a name-based background screening and self-disclosure of criminal history.
  • Requires the ability to maintain state issued equipment such as a laptop.
  • Requires ability to attend seminars, conferences, and trainings as a representative of the Bureau of Land and Water to stay current on methods, tools,
  • ideologies, or other industry related topics relevant to the job duties.

  • Requires the ability to work in environments with dust, work outside during all seasons and on uneven surfaces.
  • Requires ability to travel in the performance of duties. Requires appropriate, valid driver’s license.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time.
  • Overtime is a condition of employment, and you may be requested to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends due to seasonal workloads and testing clinics.
